Title: ASSISTANT CONTRACT SPECIALIST/CONTRACT SPECIALIST (LEVEL I & II) Location: United States-Virginia-Virginia Beach Job Number: 220002DD This awesome opportunity to grow is hybrid remote to candidates in the local commuting area and will only report to the office as needed. Note: This is a two level salary code (SC) progression position. Selectee will be placed in the position at the SC level commensurate to their experience. Candidate selected at Level I, II or III may advance to the next higher level upon successful completion of qualification requirements. ASSISTANT CONTRACT SPECIALIST Job Summary: Assists a higher level Contracts Specialist in performing contracting functions. Duties and Responsibilities: Performs all or a majority of the following representative duties: - Prepares solicitation and purchase order documents. Selects appropriate clauses, ensures clear and complete specifications. - Assists in the review and preparation of Requests for Proposals (RFPs). - Analyzes and evaluates proposals received. Makes recommendations to the supervisor for contract award based on factors such as price, delivery terms, contractor responsiveness, conformance with contract specific requirements, etc. Prepares necessary documents as required. - Assists in establishing negotiations strategy for major procurements by researching precedent information, preparing schedules and other similar documents, etc. - Assists in performing post-award contract administration functions. - Serves as Contracting Officer within prescribed limitations. - Performs contracting support functions such as assembling and maintaining contract files/packages, abstracting bids, processing amendments and modifications, processing delivery orders, etc. - Maintains required records of contracting activities/actions. - Operates ADP equipment in the performance of duties. - Consolidates data and communicates information, pertaining to timeliness of the procurement action process, purchase order delivery status and other procurement statistics. - Prepares and tracks a variety of correspondence, contracting documents, etc. in accordance with prescribed procedures and under minimal supervision. - Collects, summarizes and analyzes data required for contract actions. - May supervise subordinate associates. - Trains subordinate associates on department policies and processes. Serves as Contracting Officer with signatory authority of $500K for Revenue Type Contracts and not to exceed the Simplified Acquisition Threshold (SAT) for Non-resale (expense) Contracts. Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. CONTRACT SPECIALIST (LEVEL I) Job Summary: Performs all functions related to major system wide and regional procurements, including review, oversight and initiation of procurements. Duties and Responsibilities: - Non-routine assignments are performed under general supervision. - Responsible for all procurement actions for Pre-Award, Award and Post-Award from cradle to grave, including but not limited to: Procurement planning; Source Selection; Large Contracts; Contracting by Negotiation; Cost and Price Analysis; Contract Administration; Terminations and Claims; Simplified Acquisition and Micro Purchase. - Serves as Contracting Officer with signatory authority of $1M for Revenue Type Contracts and $500K for Non-resale (expense) Contracts. - Assists in the development, formulation and implementation of procurement plans, policies, procedures and standards applicable to worldwide buying/acquisition functions. - Keeps abreast of legal and regulatory changes. - Presents NEXCOM's position to Contract Review Board and senior procurement personnel regarding solicitation requirements, proposal analysis, detailed cost and price analysis for determination of fair and reasonable pricing; prepares breakdown and evaluation of merit or offers and makes recommendations for award. - Assist with preparation of correspondence to suppliers, vendors, industry associations, legal representatives, Members of Congress and other governmental agencies and responds to inquiries, protests, disputes, and proposed actions from other concerned NEXCOM elements, higher authority and legal counsel. - Resolves problems in procurement, solicitations, contract formats, schedules, negotiations, awards, modifications and amendments. - Monitors corrective actions required to improve contract effectiveness and to assure compliance with directed requirements. - Meets with industry representatives, individually or collectively, regarding systemwide/regional procurements. - Discusses and evaluates industry input and proposes contract requirements. - Develops evaluation factors and criteria for best value procurements. - Composes and develops contract language, proposal abstracts, clauses for services, products, leases and licensing agreements. - Plans negotiation strategies and coordinates/conducts negotiations with vendor representatives. - Performs post-award contract administration, assists with the preparation of COTR letters of appointment and Contract Administration Plans, insures contract requirements are met. - Cancels, negotiates changes and terminates contract, as applicable. - Review item description and proper contract schedule to insure maximum competition and regulatory compliance. - Proposes actions to improve procurement process and accomplish a more rapid, economical, effective procurement response. - Participates in development of comprehensive presentations, slides, background material, briefing paper, etc. - Develops training lesson plan on various procurement subjects. - Assist and trains lower level contract personnel in the performance of their duties. - Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. CONTRACT SPECIALIST (LEVEL II) - Work assignments of normal difficulty are performed independently with minimal supervision; very technical, complex work may require close supervision. - Responsible for all procurement action for Pre-Award, Award and Post-Award from cradle to grave, including but not limited to: Procurement planning; Source Selection; Large Contracts; Contracting by Negotiation; Cost and Price Analysis; Contract Administration; Terminations and Claims; Simplified Acquisition and Micro Purchase. - Conducts special studies; develops and implements prototype solicitation packages for unique supplies and services requiring innovative, specialized and nonstandard acquisition action such as third party funded construction efforts, ADP systems, real estate leases and systemwide contracts; evaluates effectiveness. - Serves as Contracting Officer with signatory authority of $10M for Revenue Type Contracts and $1M for Non-resale (expense) Contracts. - Assists in the development, formulation and implementation of procurement plans, policies, procedures and standards applicable to worldwide buying/acquisition functions. - Keeps abreast of legal and regulatory changes and provides guidance of conceptual, definitive, development, implementation and utilization of NEXCOM procurement policy and procedures to headquarters, procurement personnel. - Presents NEXCOM's position to Contract Review Board and senior procurement personnel regarding solicitation requirements, proposal analysis, detailed cost and price analysis for determination of fair and reasonable pricing; prepares breakdown and evaluation of merit of offers and makes recommendations for award. - Prepares correspondence to suppliers, vendors, industry associates, legal representatives, Members of Congress and other governmental agencies and responds to inquiries, protests, disputes, and proposed actions from other concerned NEXCOM elements, higher authority and legal counsel. - Participates in Command Inspections, PMRs, special studies and projects to improve methods and techniques for more efficient, cost effective buying. Reviews data obtained and prepares report of findings and makes appropriate recommendations. - Develops contract clauses and other contractual terms and conditions. - Resolves problems in procurements, solicitations, contract formats, schedules, negotiations, awards, modifications and amendment. - Reviews planned regional procurements, pre and post award contract actions and develops alternate courses of action as necessary to accomplish objectives. - Monitors corrective actions required to improve contract effectiveness and to assure compliance with directed requirements. - Reviews and analyzes field procurements, makes evaluations and prepares comments. - Meets with industry representatives, individually or collectively, regarding systemwide/regional procurements; evaluates industry input and proposes contract revisions as applicable. - Discusses and evaluates industry input and proposes contract requirements. - Develops evaluation factors and criteria for best value procurements. - Oversees functions of technical evaluation panels; staffs information and technical data, point score summaries, individual panel number scores; makes final recommendation for awards, and negotiates to secure most favorable prices, terms and conditions. - Composes and develops contract language, proposal abstracts, clauses for services, products, leases and licensing agreements. - Plans negotiation strategies and coordinates/conducts negotiations with vendor representatives. - Performs post-award contract administration, prepares COTR letters of appointment, Contract Administration Plans, insures contract requirements are met and provide COTR training. - Cancels, negotiates changes and terminates contracts, as applicable. - Reviews item description and proper contract schedule to insure maximum competition and regulatory compliance. - Initiates actions to improve procurement process and accomplish a more rapid, economical, effective procurement response. - Participates in development of comprehensive presentations, slides, background material, briefing papers, etc. - Develops training lesson plans on various procurement subjects. - Makes field activity visits to assist Exchanges in resolving problems. - Develops, plans and furnishes technical guidance for the implementation of new contracting concepts, techniques and methods; evaluates results. - Assists and trains lower level contract personnel in the performance of their duties. - May supervise subordinates as directed, or assist with the assignment, review and approval of work and the establishment of work objectives and evaluation of performance of subordinates. - Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. Qualifications: ASSISTANT CONTRACT SPECIALIST A 4-year a bachelor's degree in any field with a 3.0 GPA or higher out of a possible 4.0 ("B" or better); OR 4-year a bachelor's degree in any field; AND One year of experience that provided an understanding of the basic principles and concepts of procurement business and/or contracting program requirements. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and one year of experience that provided an understanding of the basic principles and concepts of procurement business and/or contracting program requirements. CONTRACT SPECIALIST (LEVEL I) EXPERIENCE CONSISTING OF THE FOLLOWING: GENERAL: A 4-year Baccalaureate degree, in any field OR At least 24 semester hours in business disciplines including, accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. OR Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position. AND SPECIALIZED EXPERIENCE: One year of contracting experience (government or private sector) at the assistant contracting level, that provided the candidate to demonstrate the ability to execute a majority of the following: independently negotiate and award large purchase requirements; prepare and issue request for proposals; demonstrate knowledge of competitive range determinations; independently evaluate proposals and prepare contract action clearance documentation; present case to award large purchases; debrief unsuccessful offeror or independently prepare appropriate documentation to provide debriefing information. CONTRACT SPECIALIST (LEVEL II) EXPERIENCE CONSISTING OF THE FOLLOWING: GENERAL: A 4-year Baccalaureate degree, in any field. OR At least 24 semester hours in business disciplines including, accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position. AND SPECIALIZED EXPERIENCE: Two years of progressive contracting experience (government or private sector) which provided the candidate to demonstrate the ability execute a majority of the following: negotiate and award technical or complex purchase requirements; prepare and issue request for proposals; conduct negotiations with offeror; independently prepare appropriate correspondence; knowledge of competitive range determinations; independently evaluate proposals and prepare contract action/contract review board memorandums; present case to award large purchases to contract review board; debrief unsuccessful offeror and/or independently prepare appropriate documentation to provide debriefing information to unsuccessful offeror.
