Job Description

Summary Serves as the Commissary Officer, fully responsible for managing all activities and functions of the commissary. The commissary has the full range of departments; i.e., grocery, meat, produce, management support and other functions. Responsibilities Position responsibilities include: Managing all activities and functions of a commissary store to include the full range of managerial and supervisory responsibilities. Executing Agency policy, sales, and promotional programs. Coordinating with Zone Manager in developing and implementing local commissary management policies and procedures. Analyzing a variety of management reports to determine efficiency of operations and initiate action to correct deficiencies. Managing and monitoring all budget funding expenditures to ensure that execution is within the parameters of the funding program for their individual store. Directing monitoring, and adjusting the overall execution of the store sales plan, ensuring that sales goals and targets are met. Establishing, monitoring and adjusting an inventory control program and store security program that focuses on the elimination of fraud, waste, and abuse. Establishing, monitoring, and adjusting a variety of programs to include safety, customer relations, sanitation, and patron identification programs. Initiating, approving and obtaining all required concurrences for personnel actions within the store. Promoting DeCA goals and objectives of the EEO and Affirmative Action Program. Participating in customer advisory council meetings. Requirements Conditions of Employment Qualifications Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management. For GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education For this grade level, you must meet the qualification requirement through experience alone. You may not use education to qualify.
