Parsons is looking for an amazingly talented Principal Subcontract Administrator, to join our team! In this role you will be the primary subcontract support for various proposals in the Engineered Systems Business Unit providing high-level support on large domestic and international proposals.
What You'll Be Doing:
Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime proposal or contract. Ensures that terms and conditions will be appropriate.
Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
Maintains and updates subcontractors' files to include records of payment.
Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
Provides technical guidance to lower-level Subcontract Administrators. May make assignments, review work, and offer training in subcontracting procedures. May give input toward performance evaluations and salary increase recommendations.
Serves as liaison between subcontractor and procurement personnel.
Performs other responsibilities associated with this position as may be appropriate.
Establish, maintain, and foster positive and effective working relationships with peers and stakeholders
What Required Skills You'll Bring:
Bachelor's Degree in Business Administration or Economics (or related field) and typically 10+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects.
Excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
Extensive experience negotiating complex subcontract terms and conditions
Extensive experience in all aspects of procurement
Extensive knowledge in identifying prime contract risk to flow down to subcontractors
Extensive experience working in a Contractor Purchasing System Review (CPSR) approved purchasing system environment.

Responsibilities:

Establishes objectives and conducts performance appraisals for direct reports. Establishes a project safety plan and ensures that it is communicated to all employees on the job site. Actively promotes and supports safety policies and monitors the job site for good safety practices. Posts all required legal notices at the job site. Chairs weekly job meetings; prepares and submits summary of project progress and pending issues to DNC Director.
Submits monthly reports to client, and responds to client issues and expectations. Under general direction of the DNC Director, prices and negotiates changes to the scope of work with the client and subcontractors.
Reviews bid documents and assists with bidder solicitation activities
Documents and executes changes in scope of project.
Anticipates problems and works with client, architects/engineers, subcontractors, and DNC Director to identify and implement corrective actions.
Keeps client and DNC Director informed of the day-to-day activities of the project.
Maintains accurate documentation of job progress through daily logs and other reports.
Performs other responsibilities associated with this position as may be appropriate.
Qualifications:
Bachelor's degree in a technical or construction related field (or equivalent)
12 years' related work experience is required, with 5 years in a lower level managerial/leadership role at a field site
Enrollment in PM certification program is preferred, but not required
Proven ability to perform in a management capacity
Excellent written and oral communications skills
Thorough knowledge of industry practices and regulations are required

Basic Qualifications:
An active TS/SCI Security clearance.
Ability to obtain and maintain a CI POLY.
3+ years of relevant security work experience and Bachelor's degree in Security or Criminal Justice, or equivalent years of relevant security work experience can be substituted in lieu of a degree.
Familiarity with Department of Defense (DOD) and Intelligence Community (IC)Security instructions, requirements, and supplements for managing Special and Compartmented Access Security Programs.
Familiar with DISS and JADE security databases.
What You'll Be Doing:
Interpret Special Access Security policies on matters pertaining to processing, dissemination, and controlling of classified materials for designated programs.
Liaises with members of the DOD, the IC, Federal Agencies and Senior Corporate companies on Sensitive Support to ensure the protection of the associated programs, personnel, and information.
Prepares and delivers briefings to internal and external senior level government customers.

Parsons is looking for an amazingly talented Policy and Support Agreements Officer to join our team! In this role you will get to support the Office of Corporate Operations (DXC) providing policy and support agreement analysis, planning, and lifecycle management in support of the agency by ensuring compliance with laws, regulations, higher-level guidance, and leadership objectives.
What You'll Be Doing:
Review, analyze, monitor, and maintain internal and external agencies' Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interagency Agreements (IAAs) for compliance with DoD Instruction and agency instructions.
Advise and assist component Support Agreements Officers with coordinating draft agreements among relevant agency stakeholders, at a minimum, coordinate and collaborate with Legal and Financial Management stakeholders. Provide Agency--wide guidance and Subject Matter Expertise on Support Agreement development and staffing.
Collaborate with agency internal stakeholders by advising and assisting in drafting and coordinating Support Agreements to identify overlapping requirements, potential conflicts, or gaps with existing agreements.
Perform systemic, scheduled reviews of Agency Support Agreements to ensure continued relevance, currency, and compliance. Analyze external issuances to include IC or DoD policy, to ensure continued Agency compliance.
Meet established guidelines, standards, and goals for researching, analyzing, drafting, reviewing, coordinating, and finalizing Agency agreements. Monitor agreements taskers in NCERTS for critical comments, non-concurrence, unresponsive directorates and agency elements, or requests for additional information.
Collaborate with and assist agreement owners on adjudicating responses from agency stakeholders to facilitate the staffing process through to Front Office coordination and signature.
What Required Skills You'll Bring:
At least 24 months demonstrated experience in reviewing and analyzing high-level governance documents (e.g., agency directives or instructions, statutes, Executive Orders, IC, DoD and Executive Branch guidelines).
Bachelor's Degree and 11 years of experience within a related field, or 19+ years of experience in lieu of a Bachelor's degree.
Clearance: TS (Top Secret) with SCI eligibility.

What You'll Be Doing:
Utilize thorough and in-depth knowledge to consult with business leaders on employee behavior and performance issues, providing guidance and assistance in developing feedback and corrective actions that align with our company's practices.
Conduct investigations, involving fact-gathering, analysis, and the application of relevant laws, policies, and past practices to make recommendations and influence management actions.
Interpret and apply your deep understanding of corporate policies, employment law, and regulations to provide advice, guidance, and clarification for employee relations and performance inquiries.
Collaborate with other human resources leaders and extended employee relations team on matters that may establish precedents or necessitate legal counsel.
Develop, track, and maintain necessary documentation, including intake and investigative notes, supporting documents, disciplinary memos, and investigative summaries.
Partner with business leaders, human resources, and management to support organizational change efforts and reductions in force, ensuring complete and compliant documentation.
Collaborate with the employee relations and compliance team and talent leaders to review and analyze business data, identifying trends and recommending improvements to enhance business efficiency and performance.
Collaborate closely with the Director, Employee Relations & Compliance to lead the team of investigators, develop and implement mitigation strategies, including outreach, education, training and policy and process changes.
Interpret and apply understanding of corporate policies and practices, employment law, and other regulations to provide advice, guidance, or clarification for employee relations and performance inquiries.
Participate in special Human Resources Operations and Program Management projects/programs as required.
What Required Skills You'll Bring:
Four-year degree in Business Administration, Psychology, or Human Resources (or related field)
15+ years of demonstrated relevant functional experience.
Deep experience in employee relations and governmental compliance programs
