Job Description:
The Parsons Defense & Intelligence Growth team seeks an experienced Senior Capture Manager to create and lead capture opportunities across the Army C5ISR opportunity markets. In this role you will direct and manage strategic pursuits in collaboration with Business Development, the Proposal Development team, and Program team.
The successful candidate will lead strategic capture activities, including development of technical solutions and win strategies, development and execution of capture plans, as well as refining bid strategies to enhance proposal readiness. Understands business negotiations, and recognizes and acts upon opportunities to promote the Company's expertise and successful past performance
What You'll Be Doing:
Gathers, assesses and validates customer business and technical needs
Collect and leverage competitive intelligence to influence the win strategy, evaluate relative strengths and develop Price-to-Win
Anticipates, understands, and plans for competitive threats
Works with technical team to determine appropriate solution to meet customer's requirements and win strategy
Understands Parsons' offerings and maps against customer requirements. Identifies gaps and strategies to close
Fosters pursuit team collaboration
Participates effectively with pursuit team to during opportunity qualification by leading and refining capture plan
Identifies, works with contracts to negotiate, and leverages teaming agreements and strategic alliances
Ensures effective cross-functional communication (Business Development, Proposal team, teammates, et al.)
Participates in bid review process, utilizing a Shipley based model
What Required Skills You'll Bring:
Bachelor's Degree in Engineering or Business (or equivalent) and 10 -15+ years of diversified experience, primarily within the capture, proposal and/or business development realm of a large, multinational company
Leadership skills to develop organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions in order to respond to and win business with new and existing customers
Experience working with and successfully leading the capture of Army C5ISR customers, specifically those out of the Aberdeen Proving Ground and Fort Belvoir area.
Highly proficient and proven ability in capture management based on industry best practices-- demonstrated proficiency qualifying opportunities with a strong background and understanding of building Win Strategy and using Price-to-Win techniques
Extensive success, knowledge, and experience in leading and winning captures greater than $100M
Excellent interpersonal, problem solving, and business acumen
Confidence and experience dealing with senior executives
Ability to work effectively in fast-paced, time sensitive, and often multi-tasking environment
Ability to travel, as necessary to support capture activities, typically 10-20%, with occasional surges to >30%
Must have Current Top Secret Clearance, TS/SSBI preferred
What Desired Skills You'll Bring:
Understanding of technical skills of Modern Software Development, Model Based System Engineering (MBSE) and C2, Cloud Solutions, Big Data, AI/ML/RPA and/or Advanced Analytics

Additionally, the successful candidate will have the opportunity to develop, accomplish, and excel in each of the following functions:
. Conduct rapid software prototyping to demonstrate and evaluate technologies
. Develop and maintain software architecture, and make recommendations for improvement
. Conduct hands-on programming using C+. Leverage modern C++, as well as opensource libraries and drivers
. Design highly efficient multithreaded code
. Leverage message bus and other forms of inter-process communication
. Develop, compile, debug, test, deploy, document, and implement programs for new and existing systems (COTS / GOTS / Proprietary)
. Interface and communicate with other development teams for collaboration and integration efforts
REQUIRED QUALIFICATIONS:
. Bachelor's degree in Computer Science, Computer Engineering, Software Engineering, or another related field. (Four years of additional work experience can be substituted in lieu of a degree.)
. 2+ years of professional experience developing in C+. 1+ years of experience working with Linux systems
. 1+ years of experience working with networking protocols, and tools such as Wireshark
. TS/SCI clearance required
PREFERRED QUALIFICATIONS:
. Familiarity with network routing, TCP/IP protocols
. Ability to quickly implement scripts to run on Linux (using bash, python, etc)
. Knowledge of telecommunication technologies
. Experience with version control via Git
. Experience with CI/CD through Gitlab (preferred) or other platforms
. Ability to work in an operationally-driven environment with fluid requirements depending on operational need
. Familiarity with virtualized environments
. Experience seeing a software project through from concept to deployment/maintenance

Conduct analysis of security alerts using Security Information and Event Management (SIEM) systems and tools.
Policy enforcement and management of endpoint security solutions (ESS) to protect all networked devices.
Provides support for proposing, coordinating, implementing, and enforcing information systems security policies, standards, and methodologies.
Maintains operational security posture for the information system to ensure information systems security policies, standards, and procedures are established and followed.
Manages changes to system and assesses the security impact of those changes.
Performs vulnerability/risk assessment analysis to support certification and accreditation.
Provides configuration management for information system security hardware and software.
Provides Assessment and Authorization, and Certification and Accreditation support during the sustainment life cycle.

Leverage a network of customer and industry contacts based on familiarity with our customers' major programs and upcoming initiatives. Expand Parsons' presence into new and key related organizations across the DoD and IC.
Identify and shape Internal R&D (IR&D) and Contract R&D (CR&D) efforts to enhance Parsons' capabilities for these missions.
Oversee full system design lifecycle for complex systems, including requirements definition, design, implementation, algorithm development, verification, and maintenance of systems deployed within advanced computing environments or onto tactical mission platforms.
Provide technical and programmatic leadership on executing programs that are consistent with the technology and mission profile. Lead diverse, multi-disciplinary teams to achieve program objectives on time and budget. Ensure program milestones are achieved and program risk is managed.
Participate in internal efforts to analyze engineering processes and procedures and work with the technical team to institute improvements that benefit mission and customer.

Requirements:

Counsel
Parsons is looking for Counsel to support the Chief Litigation counsel with both claims and litigation. In this role you will get to evaluate issues encountered during engineering, technology or construction projects including, but not limited to, insured and uninsured claims related to professional liability, general liability, environmental, rectification, builder's risk, project specific insurance, subcontractor/owner disputes, non-payment, bid protests and delays/impacts. Responsibilities:
Independently develops and/or supervises the creation of engineering products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status.
Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, and detailed analyses.
Provides support for other engineering activities as required.
May be assigned to a project or organizational team, or as a lead engineer for a specific discipline on a small to intermediate size project.
Provides input and technical guidance to CAD Designer/Drafters, Designers, and lower level Engineers working on the same project.
Performs other responsibilities associated with this position as may be appropriate.
Performing and overseeing preparation of structural designs for new and/or rehabilitation of rail/transit facilities.
Completes a wide variety of difficult engineering assignments, applying engineering techniques and analyses within one discipline.
The Engineer at this level is a fully qualified professional, proficient in the utilization of most engineering theories and practices.
Some assignments involve CAE (computer aided engineering)/CAD (computer aided design) applications.
Willingness to travel or relocate to supplier, client, or construction site locations, is expected.
Qualifications:
Bachelor's Degree in Engineering (or related field) and typically 5-8+ years of related work experience
Professional Engineer registration required
Experience with NY/NJ Rail Agencies (MTA, PANYNJ, NJ Transit) preferred
3D Modeling Experience (Revit, etc.)
3D structural modeling experience for design and analysis using structural software strongly preferred
Experience with industry standard structural design software

Parsons is looking for an amazingly talented Administrative Assistant to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

The Gateway Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.
What You'll Be Doing:
Directs and guides the administrative activities for all functions within an assigned office. Functions may include, but are not limited to: accounting, facilities, human resources, and/or administrative support services. Specific location will determine activity of emphasis.
This administrative position may require the incumbent to exercise discretion and independent judgment in order to meet established objectives.
May provide guidance to lower-level administrative support personnel.
Schedule and coordinate meetings with clients and customers.
Work with internal staff to accomplish goals for the project.
Meet and work face to face with clients and internal staff to support needs they may have.
Keeps current on all Company policies and procedures, interpreting and administering same.
Maintains logs, either manually or by using a personal computer to enter data. May extract information and prepare standard recurring reports.
Maintains various files and assists in setting up a filing system for new materials.

May represent the office by attendance at meetings with the client or others.

What Required Skills You'll Bring:
Bachelors degree in Business (or equivalent) and typically 5+ years of experience in an administrative capacity (preferably in the assigned area of specialty).
Experience in coordinating and administering a variety of activities enable the incumbent to relieve the manager of most day-to-day details.
Proficiency in MS Office with expertise in Microsoft Word, PowerPoint, Excel and Access Database.
Assignments will require a working knowledge of electronic document management systems.
Good written and oral communication, organizational, and interpersonal skills, as well as a demonstrated ability to interact effectively with project personnel and management.

What You'll Be Doing:
Demonstrates an understanding of degrees of uncertainty that applies to estimates as they are developed throughout the project life cycle. Uses this knowledge to identify assumptions and risks to develop contingency proposals for the project.
Ensures that the ranges of estimates are used to prepare an overall estimate, together with optimistic and pessimistic targets for each task.
Ensures that estimates are continually reviewed and revised as and when new information becomes available and more is known about the project.
Provide life-cycle costing for various estimating components.
Top-Down Conceptual Estimating
Ensures, whenever possible, that comparative techniques are used, e.g. estimates are based on previous experience and usage statistics.
Uses the parametric technique where bottom-up is not feasible and/or comparative data is not available.
Normalizes top-down estimates to reflect project factors such as escalation, currency, local market conditions.
Bottom-Up Measurement-Based Estimating
Able to Produce detailed estimates in a timely and efficient manner, based on Bills of Quantities/take-off and Activity Based costs.
What Required Skills You'll Bring:
Bachelor's degree in Engineering or Construction Management or Equivalent Industry Experience
15+ years related estimating experience - Industrial and commercial projects preferred
Experience leading, assembling and presenting estimate deliverables to Clients (internal or external)
Proficient skills in the area of current technology (Word, Excel, estimating/database software)
Demonstrated understanding of estimating organizational structure and process, including quantity takeoff, crew development, productivity relationships, material quotations, knowledge of markup structures and estimate documentation
Experience using industry estimating software
Demonstrates an ability be responsible for completion of tasks with minimal supervision
Experience mentoring junior staff
Able to travel to meet project needs

The observatory is part of the Solar Electro-Optical Network (SEON), a global network of solar observatories maintained and operated by the United States Air Force.
Job responsibilities
- In this role you will operate optical and radio telescopes to collect and analyze solar data while providing real time reporting to our client at the Space Weather Operations Center.
- This role will work a 365 day per year mission with hours fluctuating on a seasonal schedule based on daylight hours.
- Willing to attend classroom training with the United States Air Force as a civilian for the first 5 weeks post hire.
- Selected candidate will relocate to the San Vito Solar Observatory in Southern Italy at the conclusion of training.
Qualifications:
- Associate's degree from an accredited college and 4 years of experience; at least 12 months consisting of work in an analysis laboratory or field environment.
- 5 additional years of specialized experience can be substituted for the education requirement.
- Selected candidate will have to qualify for an Italian visa
- US Citizenship required
- Eligibility to clear national agency background check
- Visual acuity corrected to 20/20 with glasses/contacts.
