Description

Support a program which leverages integrated discrete technologies to support massive data processing, storage, modeling, and analytics over several thousand unique data sources, to perform threat identification and analysis, as well as support efforts to meet tactical and strategic goals. The components that comprise the data platform capability - the technologies and systems, data, data processing and modeling, and use of the data via data science and querying of the data corpus and model(s) to derive insights. The data platform capability serves as the backbone for other capabilities (e.g., web applications), to accelerate its operations.

  1. Develop, implement, and evolve program controls to manage and address tactical and strategic program efforts, requirements, milestones, and deliverables in coordination with the Sponsor.

  2. Assist Sponsor manager(s) with establishing mission-focused strategic plans that capture existing capabilities and outline future capabilities and high-level dependencies.

  3. Coordinate with Sponsor, to ensure all Contractor personnel are meeting relevant training and technical compliance requirements for the department and the Sponsor.

  4. Monitor the quality control to include individual performance and quality of products in support of the program.

  5. Support Sponsor-directed outreach efforts regarding the Sponsors data collection program and capabilities.

Qualifications

Required Skills

  1. Demonstrated experience monitoring and reporting on personnel activities, such as performance, milestones, gaps, impediments, and deliverables.

  2. Demonstrated experience developing or implementing program controls.

  3. Demonstrated experience creating or maintaining strategic plans, documenting existing or future capabilities, and documenting high-level dependencies.

Desired Skills

  1. Demonstrated experience using Enterprise Control Language (ECL) and the Lexis-Nexis High Performance Cluster Computing (HPCC) platform.

  2. Demonstrated experience performing All-Source data analysis to perform analytic support to the Sponsor.

  3. Demonstrated experience developing custom algorithms to support analytic requirements against massive data stores supporting the Sponsor.

  4. Demonstrated experience directly supporting the Sponsor performing technical analysis support using massive data processing systems.

  5. Demonstrated experience writing cables.

  6. Demonstrated experience planning and coordinating program activities such as installation and upgrading of hardware and software, utilization of cloud services, programming, or systems design development, modification of IT networks, or implementation of Internet and intranet sites.

  7. Demonstrated experience deploying web applications to a cloud managed environment to include DevOps and security configuration management.

  8. Demonstrated experience developing, implementing, and maintaining cloud infrastructure services such as EC2, ELB, RDS, S3, and VPC.

  9. Demonstrated experience planning, coordinating, and executing the required activities to support documentation to meet the Sponsor's data compliance requirements (e.g., legal, data policy)

  10. Degree(s)

  11. Undergraduate degree in mathematics, computer science, engineering, or similar scientific or technical discipline.

Develop and use data processing technologies (e.g., Python, SPARK, Java, SQL, Jenkins, PyPi, Terraform, Cloudera, ElasticSearch, Pentaho, Apache NiFi, Apache Hop) to perform data processing, and to develop, validate, and use methodologies to support analytic requirements in Clustered Computing environments.

a. Support downstream systems and capabilities of external Customer organizations dependent on the data platform via various approaches, to include application programming interfaces (APIs).

b. On an ongoing basis, develop integration plans that capitalize on new data processing, modeling, and storage technologies including the cloud environments.

c. Evaluate data collections to assess the potential value-add to the Customers data platform to recommend to the Customer.

d. Generate assessments about data, support activities to perform data acquisition and engineering, and enable the processing of data so it is integrated into data platform systems for maximum value.

e. Perform and support data modeling and engineering activities for integration of new data into the data platforms data corpus, refining existing models and intermediate models to address deficiencies and defects, and with Customer oversight, creating new models and data feeds to support existing and new analytic methodologies.

SAIC is actively seeking a Chief Engineer to support the UVC program in Huntsville, AL.

The qualified candidate will perform Chief Engineering activities related to the Uncrewed Vehicle Control (UVC) program and will provide technical leadership for day-to-day operations, planning, direction, and coordination of product engineering efforts. This position is responsible for serving as the technical spokesperson for the product and advises the Program Manager, Task Lead, and Government Stakeholders on schedule, technical direction, and priorities.

Duties & Responsibilities:

  • Serve as technical expert in respective technology for product.

  • Lead technical discussions with prime contractor and Government.

  • Work with engineers and developers to ensure product meets customer requirements and expectations.

  • Provide technical status and guidance to senior leadership, customers, and business partners.

  • Provide guidance in establishing the design approach as well as ensuring adherence throughout product development.

  • Ensure product is developed using Agile methodologies supported by customer capabilities planning and reviews.

  • Work with stakeholders to Identify, assess, and propose mitigation of technical risks to product.

  • Communicate complex technical information effectively to internal and external stakeholders.

  • Ensure product is in compliance with standards set forth for cybersecurity, safety, airworthiness, FACE, MOSA, etc.

  • Other duties as assigned.

Qualifications

Education Requirements:

  • Bachelor's degree or higher in engineering or other related field with nine (9) years of related experience in technical management overseeing complex projects; Additional six (6) years' experience can be accepted in lieu of degree (per contract vehicle).

Clearance Requirements:

  • Must possess an active Secret security clearance or an active interim Secret security clearance; US Citizenship.

Required Skills:

  • Strong interpersonal skills and the ability to effectively present complex information to senior leaders.

  • Experience in a large, complex multifaceted system and system of systems engineering, testing, & integration environment.

  • Experience developing work estimates for project proposals.

  • Experience with modeling tools, requirement tools, DevSecOps, CI/CD pipelines, and test management tools.

  • Experience with Digital Engineering and Model Based Systems Engineering.

  • Ability to obtain and maintain a security clearance.

Desired Qualifications:

  • Knowledge of DoD software safety regulations and quality control procedures.

  • Experience with Open Architecture Standards such as FACE and MOSA.

  • Lead and oversee PSD certification and accreditation efforts, NIST Cybersecurity Framework/DoD Risk Management Framework/DIACAP.

Qualifications

Required Education & Experience:

  • Bachelor's Degree in Information Technology/Computer Science or Bachelor's Degree and relevant experience. May accept additional experience in lieu of degree.

  • 20+ years' experience in Information Technology.

  • 15+ years of relevant Network/Perimeter Security engineering experience.

  • 5+ years' experience as Security Architect/Network Architect in a large scale, global environment.

  • Experience providing secure connectivity from on premise services to/from Cloud services.

  • Hands on experience with a diverse variety of firewalls and networking devices.

  • One or more of the following certifications: CCIE Security, JNCIE Security, Palo Alto Networks Certified Network Security Engineer, CISSP.

  • Expert knowledge of networking concepts and architecture, including security considerations associated with networking hardware like Routers, Switches, Firewalls, Gateways, SSL Encryption/Decryption, PKI, TCP/IP, IPv4 and IPv6, etc.

  • Expert experience in one or more of the following security devices: Palo Alto firewalls, Panorama management console, McAfee/Forcepoint StoneGate firewalls, A10 Encrypted Traffic Inspection/Application Delivery, and Cisco ESA & ASA.

  • Experience developing and configuring SSL encryption/decryption solutions for traffic inspection.

  • Strong understanding of routing/switching technologies, IP addressing/subnetting, and network traffic analysis/troubleshooting.

  • Experience with network monitoring devices such as HP Openview, Nagios, Zenoss, NeuralStar or other similar monitoring tools.

  • Experience working directly with Government customer.

  • Excellent written and oral communication skills; must be able to prepare solution papers and present solutions to senior management.

Required Clearance:

  • US Citizenship.

  • Active Secret clearance with the ability to obtain a Top Secret clearance.

Desired Education/Skills:

  • Firsthand experience in developing and providing quality assurance review of engineering change orders relating to the replacement or enhancement of perimeter security hardware and software.

  • Experienced with performing root cause analysis, risk identification, and risk mitigation.

  • ITIL R Foundation certification.

  • Familiarity with DoS environment (data and voice networks, IT security systems, policies and procedures), Foreign Affairs Handbooks (FAHs), Foreign Affairs Manuals (FAMs).

  • Experience with Red Hat Linux/CentOS and Ubuntu including administration scripting is a plus.

SAIC is seeking a proven Senior Cloud Architect to join the Enterprise Cloud Management Agency (ECMA) Cloud Enterprise Technology Services (CETS) program and the opportunity to evaluate and potentially re-invent how the Army delivers IT services and make use of data and analytics to meet mission requirements. The CETS program provides Information Technology services and technical subject matter expertise (SME) for the Army ECMA to support overall strategy and migration to the cARMY environment up to Department of Defense (DoD) Impact Level (IL) 6. This position is your opportunity to utilize your skills and background as a Senior Cloud Architect and deliver support to the warfighting mission with cutting edge cloud application migration and business process refinement for the US Army.

This position is contingent upon contract award which is expected February 2025.

This position is a hybrid position; however, candidate must be able to be on customer site at Fort Belvoir when needed so must be local to the Fort Belvoir, VA area. Relocation assistance may be provided.

Designs, plans, and integrates cloud computing and virtualization systems. Provides specific, detailed information for hardware and software selection, cloud service provider selection, implementation techniques, application data migration techniques and tools for the most efficient solution to meet business needs, including present and future capacity requirements. Develops and conducts testing of cloud and virtualization systems. Maintains technical expertise relevant industry standards and in cloud computing and virtualization technologies such as cloud service provider architecture, design, and configuration; cloud deployment models including public, community, private, and hybrid; cloud service delivery models including infrastructure-, platform-, and software-as-a-service; automation; hypervisors; containers; virtual compute, storage, and networks; virtual infrastructure management; self-provisioning; and scaling. Evaluates and reports on new cloud and virtualization technologies to enhance capabilities of cloud-based and virtualized services. May also provide systems engineering activities such as: Concept of Operations Formulation, Requirements Definition, Analysis and Engineering, System Architecting, System Analysis and Design, Interface and Data Architectures, Validation and Verification, System Integration, System Op. Performance Analysis,Lifecycle Cost Analysis Estimation, Decision Analysis and Physical Configuration Analysis (PCA). Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Qualifications

EDUCATION AND EXPERIENCE:

  • BS degree in Computer Science, IT, Engineering, Physics or Mathematics

  • Fifteen years of combined computer/network architecture experience and five years within the past eight years of experience in Cloud Architecture is acceptable in lieu of degree

  • 10 years technical and/or management experience on US Army of DoD programs and projects that provided expert software O&M of Army enterprise systems

  • 5 years technical and/or management experience supported industry and/or Government Sector cloud initiatives at an enterprise level

  • 1 year, within the past 3 years of experience defining organizational project cloud migration objectives and requirements that map to enterprise cloud vision and/or initiatives, establishing system architecture, ensuring IA Compliance, directing, coordinating, and completing project efforts, interfacing with Government personnel, and providing progress reports

  • 3 years, within the past 5 years of experience with CSPs (AWS or Azure) in cloud-based disaster recovery (DR) and multi-region / multi-availability zone (AZ) high availability (HA) (AWS and/or Microsoft Azure, and/or if needed for the new CSPs)

  • Must have a Secret clearance

Solution Integration:

  • Experience with agile and iterative software development methodologies.
