SAIC, a leading provider of systems development & deployment, targeting & intelligence analysis, systems engineering & integration, and training capabilities and solutions for the Intelligence Community, is seeking a Radio Frequency (RF) Systems Engineer to provide systems engineering and technical advisory (SETA) services to a United States Government (USG) customer in Chantilly, VA. SETA contractors provide analysis and engineering services in a consulting capacity, working closely with the government's own engineering staff members. This customer is responsible for designing, building, and operating national security-related systems based in space, in the air, and on the ground.

SAIC has an opening for an engineer to provide SETA support to a customer who is responsible for developing and maturing RF technology from applied research into the demonstrably mature capabilities that can be inserted into system program baselines. The successful RF engineer will support the next generation of national security-related systems.

Roles and Responsibilities

  • Directly support government program manager in project management and execution of RF technology research and development (R&D) efforts

  • Plan and support technology maturation through the R&D lifecycle

  • Support transition of mature RF hardware to system program offices for flight development

  • Survey state of the art RF technologies and provide technical recommendations to help guide IC customer for future RF technology development strategy and roadmaps

  • Work closely with the IC customer supporting all phases of the acquisition strategy and process to include Requests for Proposal, Statements of Work, Requirements, Contract Data Requirements List and other required solicitation/contract documents

  • Support acquisition source selection activities as an advisor

  • Assist the USG customer with the oversight of technology development contracts and develop status briefings for government and industry

  • Interact with organizations to include DoD, NASA, National Labs and Universities to coordinate activities for maximum effect

  • Provide identification, assessment and resolution of risks during the acquisition phase and during program execution

  • Work with the IC customer to advance resiliency activities/initiatives in RF technology

  • Identify and advise government on relevant current and emerging technologies, as well as tasks affecting the management of the R&D portfolio

Qualifications

  • Active TS/SCI with Poly

  • Bachelor of Science degree in Physics, Electrical Engineering, Computer Science, Math or related discipline with 14+ years experience.

  • Experience working in RF technology with Program/Project management experience

  • Knowledge of RF hardware systems and/or device technologies and the RF industry

  • Demonstrated ability to work in a fast-paced, dynamic and energetic environment

  • Effective interpersonal skills and strong briefing and writing skills

  • Good working knowledge of MS Office applications

SAIC is seeking an experienced Resource Analyst for budget execution and financial analysis. In this role, you will regularly interface with Directorate leadership, technical subject matter experts, and the Center's financial and budget staff to manage and track the program's execution status, gather information for BCR's, be actively involved in document and quality control, facilitate understanding of the program's resource requirements, brief the program's financial status and provide recommendations to leadership and other stakeholders. You will also have the opportunity to contribute to the development of new business engineering processes to improve integration of the portfolios and programs under this directorate.

The ideal candidate will be able to provide detailed and timely analysis; apply critical problem-solving skills and proactively develop creative solutions; and effectively communicate budgetary issues, strategies, and recommendations to customers and stakeholders.

Responsibilities include:

  • Coordinating with stakeholders on financial taskings

  • Preparing and delivering executive-level presentations to senior leadership on the program's financial status during program management reviews

  • Providing input to leadership on business process improvements

  • Developing spend plans, and allocating and executing funds according to spending priorities

  • Working closely with project managers to define requirements and justify financial needs

  • Analyzing the program's execution and tracking expenditures against available budget

Qualifications

  • 3-5 years' experience within an IC Agency, preferably ODNI

  • Ability to be strategic and build consensus with disparate groups

  • Demonstrated use of Microsoft Products, especially Excel and PowerPoint

The selected candidate will be responsible for assessing the threat and future operational environment, develop future concepts, requirements, and an integrated modernization pathway to increase lethality and overmatch to enable Soldiers and units to compete-and, if necessary-deploy, fight, and win future wars. Additionally, the Sr. Military Analyst will work within FCC's Futures Integration Directorate (FID) and support all nine divisions within that directorate. The Senior Military Analyst will provide subject matter expertise and analyses for capability development, gap analysis, and experiment planning and execution. The focus of support is ensuring that requirements align with overall strategy for building the future Army force of 2040. The scope of this position encompasses all FID activities and requires coordination and communication within the FID as well as other organizations within FCC and AFC.

Additional responsibilities may include:

  • Assisting in the conduct of thorough analyses in support of concept development, capability gap assessment, and experiment/exercise directives and objectives for the future Army force of 2040

  • Collecting, assembling, and analyzing information inputs to evaluate the completion of mission tasks and achievement of FCC objectives.

Qualifications

  • Minimum of 12-15 years of experience serving in a U.S. military agency as military or civilian in progressively responsible command and staff positions with a bachelor's degree. Additional experience may be considered in lieu of a degree.

  • Possess the minimum experience identified below in at least three of the following:

  • Minimum of three (3) years' experience with service or joint doctrine, to include maneuver, maneuver support, fires, or sustainment operations.

  • Minimum of three (3) years' extensive experience with service or joint staff's organizations, functions and procedures.

  • Experience with service or joint organizations, operations, and exercises at levels comparable to Army Division or higher.

  • Experience in the preparation and conduct of Course of Action briefs, seminars, or commander's initiatives group updates for general and senior field grade officers.

  • Experience serving in TRADOC or FCC as a military member or civilian in the areas of Army concepts, integration or capability development.

  • Minimum of three (3) years' experience in the compilation and presentation of materials in both written and oral formats in support of general and senior field grade officers.

  • Graduate from Command and General Staff College

The individual in this position will provide QFF program analysis support and serve as a fleet training program analyst performing a variety of routine and non-routine tasks associated with training assessment and reporting using the Navy Warfare Training System (NWTS) and Navy Training Information Management System (NTIMS). The candidate must be knowledgeable of all phases of the Fleet Readiness Training Plan (FRTP), as well as amphibious ready group and carrier strike group operations.

The ideal candidate will have at least eight years of experience in naval Fleet Synthetic Training (FST) evaluation; data entry experience with database systems (e.g., NTIMS, and Navy Mission Essential Task List [NMETL] Readiness Assessment Software [NRAS]); the flexibility to operate multiple computer programs simultaneously (e.g., MS Excel, MS PowerPoint, Chat, Simulation Display [SIMDIS] 3-D Analysis and Display Toolset, and Global Command and Control System-Maritime [GCCS-M]); and familiarity with and experience operating Joint After Action Report - Resource Library (JAAR-RL). In addition, they will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable experience in:

. Conducting fleet training analyses to identify gaps, training needs, and solutions

. Developing and modifying training event/exercise scenarios and curricula

. Managing training projects

. Designing custom training to meet Fleet and Joint training objectives

Specific Functional Area tasks include:

. Provide program and technical support to project leads for Numbered Fleet Commanders, carrier task force/strike group (CTF/CSG) and amphibious readiness group (ARG) commanders, CSG-4/15, Expeditionary Strike Group 3 (ESG-3), Tactical Training Group Atlantic/Pacific (TTGL/P), and other training commands' implementation of the NWTS.

. Provide training to training command staff and other personnel on Defense Readiness Reporting System (DRRS), NRAS, NWTS, and Navy Warfare Training Plans (NWTP), when required.

. Provide program support to government project leads for training plan review and management for CTF, group, and warfare commanders and coordinators.

. Attend exercise planning and coordination events and other conferences to coordinate support requirements.

. Provide administration and maintenance support on training and performance assessment databases for CTF, ESG, CSG and ARG commanders, warfare commanders, coordinators, and individual deployers based on performance standards for up to five or more exercises simultaneously.

. Prepare and run quality assurance (QA) checks for up to 12 databases per exercise and 30 MS Excel collection spreadsheets per database using NRAS or other applicable software/systems.

. Receive and process performance data up to four or more times daily for up to 24 or more assessment areas per database and ensure all received data is captured, accurate, and complete.

. Provide at least daily performance standard feedback reports to trainers on each assessment area from each database based on the most recent data submitted.

. Assist government project leads in developing performance debriefs which are presented to senior military personnel using MS PowerPoint or other required software programs using reports created from the performance databases.

. Archive and retrieve performance data to support future data calls, perform historical and statistical analysis of archived data, and provide current, accurate and complete analysis reports to government project leads.

. Assist in data collection instrumentation installations and de-installations on surface ships.

. Attend tool development and process improvement events when required.

. Provide recommendations to government project leads on opportunities to improve Navy training, readiness reporting, and performance assessment; and efficiency and effectiveness of the QFF program.

. Provide data collection, reconstruction and analysis of training plan events/sub-events and develop graphical representations, screen shots, reports, charts, replays and other products to government project leads using data collection and display tools, including JAAR-RL, SIMDIS, Performance Evaluation Tool, GCCS-M/J, Common Operational Picture (COP) Measures of Effectiveness (MOE), chat and voice communications systems, and MS Office products for download or display on web pages and personal computers.

. Extract DRRS readiness data and perform comparative analysis upon demand by senior leadership.

. Review and analyze Training Evaluation and Training Completion Reports from trainers and training audience in accordance with COMTHIRDFLTINST 3501.1 Integrated/Advanced Training Instruction. Formulate and report recommendations for training improvements to C3F QFF project lead.

. May be required to travel up to 25 percent of the time, including support of underway missions (up to 12 hours per day) for extended periods (up to 45 consecutive days) or work extended hours ashore. Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

. Must be a U.S. citizen with Secret clearance and Bachelor of Arts or Science degree.

. Active military duty experience in a Combat Systems environment and recent instructional/training experience.
