As the Program Analyst, you will collaborate with production and quality specialists from the Serco team and SUPSHIP to track, analyze, and report findings from QA callouts and checkpoints of a major shipbuilding construction contract. Bring your expertise and collaborative skills to make an impact towards our military defense, the quality of ships and the safety of our sailors.
Serco is a leading support contractor to the US Navy and as such we work directly for PMS 400D, part of the Program Engineering Office's effort to procure and deliver the finest ships for our sailors and our country. As a partner with the US Navy in acquisition of the Navy's Arleigh Burke Class Destroyer, Serco provides program management support, data management, production, technical, combat systems, test, configuration services, and overall project support.
You will be part of a large contingent of Serco and Navy personnel supporting the Program Office team responsible for building & delivering multiple ships to the fleet. You will collaborate with some of the most experienced shipbuilders around in the country and have opportunities to gain knowledge and insight into the Navy's shipbuilding and quality processes.
In this role you will:
Provide daily support to the SSGC C300 team responsible for quality assurance.
Electronically receive emails daily from Shipbuilder QA to retrieve Navy Callouts and Test Calls to be entered into Navy Call Log for QA inspections with continuous updates.
Maintain Navy QA Call Log (Spreadsheet) adding information as received daily.
Electronically receive weekly updated Compartment Schedules from Shipbuilder Admin for each DDG Hull with CCI and other updates.
Use Compartment Schedules received from Shipbuilder, prepare updated CCI Reports for weekly distribution.
Complete electronic distribution of CCI updated weekly reports.
Conduct daily TSM Database queries to retrieve open CARS (Corrective Action Reports) and Trial Cards written against Final Compartments for Navy QA to review before all Final inspections.
Continuously complete government and company mandatory training to keep credentials ACTIVE.
Create a DDG Monthly Callouts and Test Calls Totals list for each DDG Hull to be incorporated in Monthly metrics - sent out electronically.
Maintain physical files/paperwork (TIRs and 2247s) for each DDG Hull after each Navy QA inspection.
Verify TIRs and 2247s are documented in TSM Observations, then shred documents.
Qualifications
To be successful in this role, you will have:
Ability to obtain and maintain an Active DOD Secret Clearance
US Citizenship
High School Diploma/GED
4 years of experience (Experience in tracking and analyzing data highly preferred)
Experience collecting data, organizing, and creating presentations
Experience working in database programs and conducting queries to obtain specific data
Familiarity with shipyards and shipbuilding
Working knowledge of Excel, Word, and PowerPoint
Ability to create and organize data in excel sheets to be used to track trends, sort, and create graphs
Ability to multi-task and prioritize assignments
Positive, can-do attitude and willingness to work with a variety of personnel with varying levels of experience.
Attention to detail, willingness to learn new processes and awareness of customer's daily needs.
Teamwork attitude and eager to take on new challenges.

Bachelor's degree

Serco-NA is seeking an Action Officer to support the Submarine Safety and Quality Assurance Division (SEA 07Q) at Naval Sea Systems Command (NAVSEA), located in the Washington Navy Yard, Washington, DC. TheSEA 07Qoffice is responsible and accountable for the Submarine Safety (SUBSAFE), Fly-By-Wire Ship Control Systems (FBW SCS), and Deep Submergence Systems (DSS) Certification programs. Its director advises the Deputy Commander (SEA 07) and acts as the Program Manager for Submarine Safety and Quality Assurance programs.SEA 07Qprovides quality assurance and independent oversight for all of the SUBSAFE/FBW SCS/DSS certification responsible activities across the globe. This program ensures the safety of all Sailors aboard SUBSAFE, FBW SCS, and DSS certified assets.
In this role, you will perform the following tasks:
Evaluate new or revised procedures for operational, intermediate, and depot-level maintenance as applicable to submarine safety, fly-by-wire, and deep submergence systems certification.
Evaluate, develop, and implement standard operating procedures for submarine maintenance.
Evaluate improvements to quality assurance processes and corrective actions taken as a result of audit findings.
Manage and coordinate required actions and efforts of a variety of activities.
Attend meetings and prepare presentations, report project status and work commitments.
Qualifications
To be successful in this role, you will need:
A Bachelor's degree, or eight plus years of relevant experience in lieu of a college degree.
Five to seven years' experience.
A current or active DoD Secret security clearance.
Experience with US Navy submarine Quality Assurance programs.
Knowledge of submarine and/or submersible construction maintenance processes.
Knowledge of the Navy organization and interrelationships.
Skill in applying, enforcing, and integrating rules, regulations, and guidelines that impact projects and programs.
Experience with Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
Ability to travel up to 10% to 15% of the time.

Team Submarine's Submarine Program Offices are responsible for the acquisition of New Construction Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy's newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class's capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
Serco supports the US Navy as a prime for their Team Submarine SHAPM contract supporting the acquisition of submarines. Serco-NA is seeking a motivated individual to provide logistic and maintenance support to one of our customers with the U.S. Navy in the Washington, D.C. area.
In this role, you will:
Track Maintenance ILS products to support certification NEWCON VIRGINIA Class Submarines.
Manage GPETE (Government Purchased Test Equipment) and SPETE (Special Electronic Test Equipment) equipment required by the SPETERL (Special Portable Electronic Test Equipment Requirements List) on board during all New Construction of VIRGINA Class Submarines.
Coordinate FCA (Field Calibration Activity) Certifications to also include support equipment for VIRGINIA Class Submarines.
Track PSE/SSE to support BLK V VIRGINA Class Submarines, revising the I/D Master PSE/SSE Spreadsheet.
Coordinate Calibration Measurement Requirements Summary (CMRS) efforts for new/redesigned Submarine systems.
Qualifications
To be successful in this role, you will have:
An active or current DoD Secret security clearance, or the ability to obtain a DoD Secret security clearance.

Position Description
Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
Serco NA is seeking a motivated individual to provide programmatic support to one of our NAVSEA customers. We have an opening for a Program Analyst with submarine expertise or equivalent to support an active contract with the US Navy in the Washington, DC area.
In this role, you will:
Review presentations, briefs, and formal correspondence for NAVSEA review and final approval.
Maintain applicable Plans of Actions and Milestones (POA&M) as directed/required.
Interface with stakeholders to identify, assign, and track action items, leveraging initiatives to benefit submarine sustainment support.
Collect information and provide recommendations to senior decision-makers through well-written documents.
Communicate with various Program Office representatives within NAVSEA, SSP, United Kingdom, contracting entities and other Department of Navy organization in supporting PM concerns.
Coordinate with the technical community and develop white papers and presentations for the Government and the Navy on program status or issues impacting the program.
Provide Subject Matter Expert (SME) support and assist the Government with technical analyses, inquiries, research, testing, data validation for any matters relating to US/UK submarines.
Provide analysis and metrics for issues that arise in the Program (i.e., late delivery analysis, delay claim analysis, and other availability issues).
Conduct Meeting Administration (generate and distribute agendas, minutes, action items, etc.)
Organize and maintain Program tracking files/tools on program status, actions items and issues.
Support the team in performing additional duties and responsibilities as assigned.
Attend meetings and program reviews, provide presentations, written materials, and/or electronic communications with foreign country representatives from one of more countries. This may include interfacing with foreign liaison officers located at US Navy and/or contractor facilities.
Provide timely and efficient responses for all urgent tasking.
Ensure program correspondence and deliverables are in accordance with Serco's Quality Assurance Program.
Qualifications
To be successful in this role you will have:
A Bachelor's degree, plus eight to ten years of relevant work experience.
A current or active DoD Secret security clearance.
Strong customer, interpersonal and organizational level communication (written and verbal).
Strong command of the Microsoft Office Suite programs, to include Excel and PowerPoint.
Written communication skills (e.g., drafting program impact statements and Congressional Appeals)
Eight or more years of experience with Navy acquisition and/or In-Service Programs.
Experience leading a project and interfacing with an end item customer.
The ability to travel at least 10% of the time.
Additional desired experience and skills:
Active-Duty experience in submarine service is a plus.
Recent experience in Team Submarine and/or SSP would be ideal.

Position Description
Serco has a great opportunity for a Financial Analyst who is looking to provide support services to the U.S. Navy in the Washington DC area by delivering the Navy's Constellation (FFG-62) Class Frigate Program.
Serco supports the US Navy as a prime for their Guided Missile Frigate (FFG(X)) contract which provides support services in the areas of engineering, logistics, acquisition, test and evaluation, and cybersecurity support associated with the planning, design, and construction of ships under the cognizance of PMS 515.
You will be part of a 11-member team that collaborates closely with the customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across PMS515.
In this role, you will:
Provide Business and Financial Management Support to the FFG-62 Constellation Program to include:
Draft financial spreadsheets and reports, budget exhibits (NAVCOMPT, OSD, Presidents Budget).
Draft Task Planning Sheets and Reallocation Notices.
Draft funding documents to provide funding to other government activities and contractors.
Prepare ledger reports.
Collect, monitor, and analyze obligation and expenditure data from various contractor and government sources and provide reports to PMS 515M.
Resolve problem disbursements.
Provide subject matter technical expertise for meetings, presentations, inquiries, and action item resolution.
Track funding requirements, and funding documents sent to performing activities and track remaining funding.
Prepare funding requests based on requirements review and customer interface. Monitors funding requests until funding is received. Monitors expenditures to identify potential benchmark shortfalls.
Utilize Enterprise Resource Planning (ERP) Database.
Qualifications
To be successful in this role, you will have:
Bachelor's degree in related discipline. Educational requirements may be adjusted or waived for more than 7 years applicable work experience.
Two to four years of directly related experience preferably in a government financial environment. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
A current or active DoD Secret security clearance, or the ability to obtain a DoD Security clearance.
Hands-on experience using Navy Enterprise Resource Planning (ERP).

In this role you will:
Apply naval architectural knowledge in accordance with applicable regulatory body rules, regulations, and industry standards to develop analyses and products in one or more of the following technical areas:
Participate in the development and validation of design and engineering requirements, preparation of specifications, and provides inputs to technical reports and presentations. Provide hull form and hydrodynamic performance, including development of hull form geometry and lines plans, hydrostatics and curves of form, resistance, and powering estimates, propulsor design and performance, appendage design, maneuvering analyses, seakeeping analyses, development of model test plans and observing and analyzing data from model tests or full-scale trials
Provide weight and stability analyses, including development of weight and center of gravity estimates, performance of intact and damaged stability analyses, performance of deadweight surveys and inclining experiments
Provide concept and feasibility design studies addressing whole ship sizing and performance analyses, requirements validation, and design optimization
Perform design integration, coordinating inputs from various naval architectural and other engineering disciplines, such as marine engineering and structures, into balanced, closed solution designs to establish principal characteristics and design features such as length, beam, depth, draft, displacement, speed, and other performance parameters
Perform structural design, developing hull girder bending moments and structural configurations and scantlings in accordance with appropriate rules or design standards, development of superstructure, mast, and local support structure to withstand primary and secondary loads
Make general arrangements and configuration, developing requirements for area and volume, preparing overall ship arrangement concepts and drawings illustrating primary functional allocation of spaces within the ship considering location and adjacency constraints, performing special studies including access and line of sight analyses, assisting in detailed layouts of individual compartments such as living and berthing spaces, ship support spaces, storerooms, and shops Assists with the review of design proposals and specifications.
Participate in scheduled project review sessions and meetings with representatives from other engineering disciplines and customers on technical and engineering issues.
Assists in preparing documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.
Assist with preparation and presentation of formal briefings and staff seminars
Complies with all corporate policies and procedures, including quality assurance and security procedures, in the performance of duties.

Interpret and apply the relevant publications against existing policies and procedures to ensure compliance with all applicable government requirements and regulations.

Process requests for Common Access Cards, government system accesses, as well as badge requests for employees to access other facilities, bases, and shipyards.

Qualifications

A Bachelors degree

Qualifications

In this role, you will:
Provide financial budgetary and contract support to perform statistical analysis to formulate analytical reports for senior leadership.
Apply concepts of budget, program principles, policies, procedures, concepts, standards, terminology, and knowledge of the financial management and business operation systems of the organization.
Review, allocate, or manage acquisition resources while providing expert advice on contract administration.
Support the program in all the services found in a programming or comptroller shop to include planning, programming, budgeting, executing (PPBE).
Provide funding, forecasting, programming, budget information, execution status and funds reconciliation, following the PPBE process, using the requested Financial Management tools and systems.
Monitor and report the status of approved, deferred, and released funds.
Document, monitor, collect, collate, annotate and promulgate obligation/expenditure rates of committed funds.
Maintain cognizance of various program funds and provide financial information and obligation/expenditure performance graphs for senior leadership review.
Contribute to the development of program and budget submissions (i.e. Issue Papers, and Research, Development, Test and Evaluation Documents (R-DOCs) and Research and Development Descriptive Summaries (R-2s) and Program Office Memorandum (POMs) inputs.
Have knowledge of Governmental financial activity systems, such as, but not limited to: Core Financials (CF), Enterprise Business Accountability System (EBAS), Execution Management System (EMS), G-INVOICE, Defense Agencies Initiative financial management tools, the Cognos Reporting tool and the Comptroller Exhibits for R-2s website.
Prepare Military Interdepartmental Purchase Requests (MIPRS), SubAllocations and Inter-Agency Agreement funding documents, maintain cordial and respectful email and telephone relations with multiple Government and non-governmental points of contact throughout the DoD, Government and Industry.
Provide technical assistance within the task order scope, interpreting specifications, statement of work, and performance work statements.
Qualifications
To be successful in this role, you will have:
Active DoD Top Secret with the ability to obtain a TS/SCI security clearance
Master's Degree in accounting, budget, or financial discipline that is relevant to Accounting or Business Financial Management
10 years of financial management or accounting experience
5 years prior experience working for Secretary of the Air Force/Financial Manager (SAF/FM)
Experience must include financial management experience in these areas: Lead FM or Deputy FM for a $100M+ technology design, manufacturing, integration, and test program or FM leader of a portfolio of technology development programs
Working knowledge of the Earned Value Management System (EVMS)
Experience working classified programs at the SCI level or above
Knowledge of the DoD Defense Acquisition System
Military or OSD experience

Qualifications
To be successful in this role, you must have:
A current or active DoD Secret security clearance.

The Senior Project Control Specialist will support program managers by providing program-level assistance to the Systems Integration & Installation programs to ensure deliverables and performance parameters are met. The Senior Project Control Specialist will assist management or clients by analyzing and coordinating services such as client programs, human resources, budget preparation and control, equipment utilization, records control, and special management studies by performing the following duties. Reviews, analyzes, prepares, develops, and modifies reports and/or client programs and policies. Analyzes procedures and workflow of a division or program, and recommends improvements in such areas as purchasing, accounting, budget development, administration, and program management. Familiar with a variety of the field`s concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Typically reports to a project leader or manager.
In this role, you will:
Conduct special management studies
Monitor and report on project budget control
Develop and maintain databases
Control records, documents, and project deliverables
Review, analyze, prepare, develop, and modify reports for internal and external customers

Qualifications

Provide planning and technical oversight of US Naval Activities in the maintenance and installation of communication systems
Provide expertise to customers to ensure resolution of issues
Requires advanced knowledge and understanding of work project(s) and functions. Typically manages a team of 20 or more employees. Has business development and budgetary responsibilities

Qualifications
To be successful in this role, you will have:
A U.S. citizenship

A Bachelor's degree with 5 years of experience
Five or more years of Program Management experience working in a Defense based industry
To be a strong leader with experience leading a team of a diverse trades workforce
A good understanding of government multiple award contracts environment (MAC)
To be able to travel at least 10% domestically

Strong financial background in developing and managing budgets
Strong analytical skills
Problem solving skills
Excellent communication skills with customers and team.
