Responsibilities Serves as the Senior Procurement Analyst within the Acquisition Management Directorate Headquarters (HQ), in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to utilize knowledge of and experience in acquisition principles, laws, regulations, and practices; decisions of the Comptroller General, Armed Services Board of Contract Appeals (ASBCA); and Office of Management and Budget (OMB) Circulars to determine the adequacy of acquisition programs, strategies, and procedures in support of DeCA's mission. Acts as a senior program manager for assigned acquisition programs/projects. Position responsibilities include: Experience in Acquisition Principles, laws, regulations, and practices. Functions as a Senior Program Manager for assigned Acquisition Programs. Performs independent procurement review of proposed contract documents and acquisition packages. Examples of qualifying specialized experience: See the OPM Q Conducts independent review of proposed contract documents to determine compliance to regulatory, law, as well as program guidance and milestones. Performs quality reviews of all contract types prior to award. Provides expert advice to Contracting Division Chief and/or Contracting Officer as a result of the review Conducts post award reviews of a wide range of contractual actions. Provides assistance in all facets of procurement to subordinate contracting activities. Develops policies, procedures, program techniques and concepts related to routine and complex acquisitions. Performs independent procurement review of proposed contract documents and acquisition packages. Performs review of mistakes in bid, justifications for sole-source acquisitions, and requests for approval of ratification of unauthorized commitments. Participates in on-site acquisition reviews of Agency contracting activities.
