Overview

The Procurement and Vendor Management Operational Risk Analyst III supports effective departmental management under NFCU Data Governance Standards. In collaboration with business process owners, the Analyst role proactively builds and maintains risk and control matrices to identify, assess, monitor, update, and report operational control monitoring results related to procurement and vendor management.

Develop, lead and approve risk assessment projects to assess compliance with federal and state regulatory requirements, industry standards, and Navy Federal operating procedures. Maintain and update Operational Risk procedural manuals, job aides, and tools. Develop and assist in overseeing the most complex and highly specialized risk assessment scopes. Perform and validate in depth and comprehensive gap analyses to determine the root cause of process gaps and regulatory compliance failures. Serve as liaison with Internal Audit and Regulatory Compliance to ensure adherence with Enterprise and Compliance Risk Management requirements. Administer and oversee the compliance monitoring platform and data entry to ensure adherence with regulatory government agencies requirements. Lead and assist in leading complex/difficult tasks of significant impact and latitude requiring advanced analysis.

Responsibilities

  • Perform and facilitate the collection, review and assimilation of RCSA assessment data and reporting into concise and meaningful reports

  • Develop and monitor Procurement and Vendor Management Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) and contribute to development of dashboards, scorecards and reports to support management activities

  • Supports the execution of front-line controls, self-assurance, RCSAs, independent risk testing, and audit activities as directed

  • Evaluate and enhance the Data Governance

  • Plan the research for and development of specialized risk assessment scopes

  • Collaborate with management and personnel to optimize risk assessment scope development

  • Identify potential business risks, operational and regulatory process deficiencies and improvement opportunities

  • Gather and synthesize data; present conclusions and offer risk mitigation, remediation and process improvement solutions to management

  • Lead/conduct and assists provide expertise in with the administration of specialized risk assessment and testing lifecycles of business activities, processes, policies and procedures for operational effectiveness and compliance with regulatory requirements, federal and state laws, and Navy Federal's quality control standards, policies and procedures

  • Develop, lead and oversee efforts to improve the efficiency and effectiveness of operations and risk mitigation processes

  • Prepare and present to management and/or affected business unit summaries, operational and regulatory risk assessment reports, trending, and remedial or mitigation solutions

  • Maintain effective communication with other business units and support teams to remediate errors and assist with implementation of corrective actions related to non-compliance with policies and procedures

  • Partner and maintain effective working relationships with management to evaluate the progress of risk assessments and key issues raised during the review process and to facilitate the overall improvement of internal control structures

  • Develop and help administer optimal data testing and sampling strategies to ensure the most effective risk detection, analyses and control solutions

  • Develops new and updates Operational Risk policies and procedures

  • Analyzes the impact of changes to federal and state regulations and makes recommendations for changes to policies, procedures and practices to ensure compliance

  • Perform other duties as assigned

Qualifications

  • Expert knowledge and understanding of risk-based auditing techniques and methodologies

  • Minimum of 5-7 years of hands-on experience with risk and controls self-assessments (RCSA)

  • Significant experience that demonstrates the ability to research, compile, and document data, business processes, and workflow

  • Advanced knowledge in Procurement and Vendor Management, and Third-Party Risk Management

  • Demonstrated experience supporting or evaluating data integration processes across common platforms (e.g., Service Now, Pega, SharePoint Online, PowerBI, etc.)

  • Advanced skill interpreting, extrapolating, and interpolating data for statistical research and modeling

  • Advanced knowledge of applicable federal and state regulations, company policies, and industry best practices

Overview

To control/collect on past due late stage mortgage and equity accounts (31 + days) in delinquency, in accordance with all government, investor, VA/FHA, and Navy Federal rules and regulations. Provide member financial counseling and mitigate loss for Navy Federal. Serve as mentor/trainer and provide guidance and assistance to team members. Work under minimal supervision. Conduct complex/difficult tasks of considerable latitude.

Responsibilities

  • Control past due mortgage and equity delinquencies by regularly reviewing member account data, contacting member, and reviewing or documenting the financial situation, to ensure data is accurate, up-to-date and in compliance with government and Navy Federal guidelines

  • Ensure required notifications, including collection emails, letters and any applicable state/regulatory letters are sent to members

  • Maintain systematic, consistent and reliable notes and contact history information on each member interaction and actions taken on accounts

  • Record, track and report member concerns to management

  • Notate member arrangements in Collection system, reason(s) for delinquency, and any foreclosure alternatives offered to member

  • Track and update action items in database(s)

  • Collect, prepare and maintain data for analysis, reports and reference

  • Perform manager share transfers (MST) for amounts up to authorized limits

  • Obtain detailed financial information from delinquent members and offer solutions and alternatives to bankruptcy/charge-off

  • Contact and counsel delinquent members in an attempt to cure delinquency utilizing all payment options and loss mitigation tools offered by Navy Federal

  • Analyze, research and resolve problems and discrepancies related to member accounts/loans

  • Ensure required notifications, including breach and collection letters, and any applicable state/regulatory/investor letters are sent to members

  • Initiate and ensure corrective action to member accounts and/or documentation to ensure complete and accurate documentation

  • Respond to inquiries; offer solutions to members, other business units and external organizations

  • Communicate external loss mitigation options, including, but not limited to: Making Home Affordable Program such as HARP

Responsibilities

  • Control past due mortgage and equity delinquencies by regularly reviewing member account data, contacting member, and reviewing or documenting the financial situation, to ensure data is accurate, up-to-date and in compliance with government and Navy Federal guidelines

  • Ensure required notifications, including collection emails, letters and any applicable state/regulatory letters are sent to members

  • Maintain systematic, consistent and reliable notes and contact history information on each member interaction and actions taken on accounts

  • Record, track and report member concerns to management

  • Notate member arrangements in Collection system, reason(s) for delinquency, and any foreclosure alternatives offered to member

  • Track and update action items in database(s)

  • Collect, prepare and maintain data for analysis, reports and reference

  • Perform manager share transfers (MST) for amounts up to authorized limits

  • Obtain detailed financial information from delinquent members and offer solutions and alternatives to bankruptcy/charge-off

  • Contact and counsel delinquent members in an attempt to cure delinquency utilizing all payment options and loss mitigation tools offered by Navy Federal

  • Lead benchmarking standards research including measuring goals against performance, continuous improvement, and potential use of industry-leading vendors

  • Review processes/programs/services for all functional and operational areas to identify, capture, analyze, assess and recommend improvements to respond to services/or operation/or member service areas without clear practice or precedent

  • Identify and collaborate with various levels of staff to accomplish all tasks/assignments and recommend and execute moderately complex process improvements

  • Provide results of and develop recommendations based on analysis and research of trends in support of projects and initiatives

Qualifications

  • Advanced knowledge of project/process improvement/change management methodologies

Overview

To supervise the Mechanical Services Section during the evening shift. To analyze, determine and complete HVAC mechanical requirements pertaining to system installation, operation, alteration, repairs, and maintenance. To serve as project manager for mechanical projects.

Responsibilities

  • Analyzes, determines, and completes the HVAC mechanical requirements including requirements such as installation, operation, alteration, repair, and maintenance of the heating system, the ventilation system, the air conditioning system, the sprinkler system, refrigeration, and major appliances

  • Diagnoses and troubleshoots operational problems using operation maintenance and repair manuals and disassembles system to repair problems

  • Identifies problems and determines the most effective and efficient solution and performs the required maintenance or repair or adjustment

  • Tests the systems to perform preventive maintenance

  • Plans, organizes and directs the activities of the Mechanical Services Section evening shift

  • Performs supervisory administrative duties: prepares and conducts performance appraisals, counsels employees, and oversees employee training and development

  • Delegates workload to staff based on level of experience and ensure tasks are completed with minimal inconvenience and/or disruption to Navy Federal Credit Union operations

  • Researches documents, communicates and observes compliance with Navy Federal Credit Union local, state, and federal regulatory guidelines pertaining to mechanical maintenance

  • Use multiple computer based applications to perform environmental system control adjustments, maintain the energy management and monitoring systems

  • Inspect building systems and diagnose mechanical efficiency, malfunctions, or desired alterations

  • Acts as project manager for in-house and contracted projects. Assists in the development of contract specifications. Reviews contract documentation and blueprints provided by outside engineers for contract installations

  • Maintains knowledge of industry, regulatory, building codes, and EPA ADA and OSHA laws and regulations and ensures that apprentices are trained on the above

Qualifications

  • Six years of HVAC experience

  • Demonstrated ability to supervise and evaluate subordinates

  • Ability to oversee work for compliance with OSHA requirements

  • Ability to meet deadlines, exercise initiative, good judgment and make sound decisions

  • Ability to read mechanical/plumbing/fire protection blueprints
