Summary You will serve as a Transportation Assistant (Counselor) in the Navy Household Goods/Personal Property Shipping Office (HHG/PPSO) of NAVSUP FLEET LOGISTICS CENTER NORFOLK. Responsibilities You will communicate with members/employees, their dependents or agents to elicit their shipment needs and services desired. You will review orders and determine the extent of entitlements and eligibility for the shipment, drayage or temporary/non-temporary storage of household goods at government expense. You will explain shipment and storage options, excess costs, special procedures for shipments under various types of orders, approximate transit time. You will review and finalize DD Form 1299, Application for Shipment and/or Storage of Personal Property. Requirements Conditions of Employment Qualifications GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing work requiring knowledge and application of standardized transportation policies, regulations, principles and methodology to assist in customer transportation support assignments and related movements of personal property and household goods. Examples of specialized experience may include the following: 1) Assist in reviewing orders and determine the extent of entitlements and eligibility for the shipment; 2) Assist in performing personal property shipment management functions such as providing counseling and entitlements regarding inbound and outbound shipment and or/storage of household goods; 3) Utilizing automated information systems to input a range of standard information to compile the required documents for shipment, calculate shipment and excess costs, and identify storage options. GS-06: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing work that requires utilizing a standardized knowledge of transportation modes and traffic management policies to provide quality control services in arranging and coordinating pickup, personally procured move, shipment and/or storage of household goods. Must have knowledge of inbound and outbound shipment management, non-temporary and temporary storage, including quality assurance, warehouse practices, movers' liabilities and procedures for processing loss and damage claims. Examples of specialized experience may include: 1) Using automated systems to calculate shipment and excess costs; identify storage options, special procedures for shipments, approximate transit time, reconciling shipment errors, assisting with filing loss and damage claims.2) Communicate with customers to elicit their shipping needs and services desired and providing assistance such as : answering questions, providing claims information, initiating shipment change requests, etc. 3) Provide proper handling of a shipment and resolving any problems or deviations on a daily basis for any unexpected problems in transit.
