Serco is seeking a Military Analyst to provide Combat Systems (CS)/C4I waterfront support during CG/LSD ship class modernization availabilities and reactivation; Report the status of pre-planning, production, financial, testing, restoration, and completion of modernization work accomplished by Master Ship Repair (MSR) Shipyards and Alteration Installation Teams (AIT's). These activities require interface with the responsible Naval Supervising Activity (NSA) for all MSR production and various Naval Commands and Type Commanders for AIT work and iInterfaces with equipment OEMs for systems on Navy Ships.

You will be a part of a nice size team that works closely with our Customer and other Serco teams to deliver quality systems. Bernerd Zwahlen has led this team for more than 5 years; he possesses 20 years of experience supporting shipyard modernization; and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.

The Combat Systems Analyst is responsible for monitoring the execution of the Modernization work package and reactivation process; Works with responsible NSA to understand and identify all work that has been accomplished and planned production dates for completion; Serves as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of a number of organizations engaged in various equipment-related functions such as supply support, maintenance, and repair; and Provides technical data necessary to establish deadlines and phase programs in and out, and to resolve wide-ranging sensitive or potentially difficult issues.

In this role, you will:

  • Provide CS/C4I waterfront support as required to ensure accuracy of production events/milestones as stated by MSR and Navy field activities.

  • Review integrated project schedule and provide recommendations to PMS 407.

  • Provide independent assessment/verification of production schedules/progress of industry and Navy field activities via bi-weekly status reports.

  • Develop and continually update progress of consolidated master production, test and sea trial schedules.

  • Assist ship's Commanding Officer in assessing crew training requirements.

  • Coordinate and implement all technical efforts to support the pre-planning and execution of NAVSEA modernization and reactivation for CG/LSD ship class modernization availabilities. Includes identification of alteration work packages, repair work, work specifications, design requirements, alteration material requirements, reactivation requirements, and identification of all required ILS.

  • Monitors all CS/C4I testing efforts with responsible NSA and applicable Navy sponsoring Commands. Schedule is determined by the Entitled Process Milestones and milestone dates set forth by the NSA and ship.

  • Participate in Lessons Learned conference and other post-installation meetings, i.e., Hot Washes and Modernization Execution Reviews.

  • Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

  • Maintain and complies with security procedures in the performance of duties.

  • May provide direction, training, and assistance to other Program Manager Representative support personnel, as an expert in a particular field of endeavor.

  • Perform additional duties and responsibilities as assigned.

Qualifications

To be successful in this role, you will have:

  • An active DoD Issued Secret Security clearance is Required.

  • Bachelor's degree in engineering or a related scientific discipline plus 5 to 7 years relevant work experience. Master's degree preferred.

  • In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • Recent ship pre-commissioning and/or ship reactivation experience highly desired.

  • Former ship pre-commissioning Senior Enlisted, Division Officer or Department Head, Aegis STO, Weapons Officer, Combat Systems Officer are highly encouraged to apply.

Additional desired experience and skills:

  • Project Engineering.

  • Advanced knowledge of relevant tools, equipment, hardware, and software.

  • Effective customer and organizational level communication, presentation, and interpersonal skills.

  • Computer literate and proficiency in Microsoft applications.

  • Excellent communication, interpersonal and presentation skills.
