Program Manager (Senior Technical Advisor)
KBR Is seeking a Program Manager (Technical Advisor) to join our Team. As part of the world's largest independent flight test organization supporting both US Government and Commercial Agencies, the highly talented and experienced KBR aircrew services team has provided over 40 continuous years of Aircrew Project and Flight Test support to Naval Air Station Patuxent River, MD. The selected applicant will be working for the long-term incumbent and leader in flight test. In this role, you will work within the NAVAIR test community composed of government, military, contractor and industry personnel while supporting flight test.
Role and Responsibilities:
Supports tasking at Naval Test Wing Atlantic (NTWL), Patuxent River, MD, with additional responsibilities at Naval Test Wing Pacific (NTWP), China Lake and Pt Mugu, CA.
Serves as Program Manager for the NTWL/P Aircrew Services Contract, with additional responsibilities as a Senior Technical Advisor for Advanced Systems Development
Assists with all facets of contract management, including oversight of all administrative, financial and technical responsibilities, as well as compliance with internal quality control measures.
Works closely with KBR Director of Flight Operations and Chief Pilot to pursue Flight Department goals and initiatives.
Acts as a supervisor for select flight department managers.
Applies both technical and tactical operator expertise on ongoing science & technology and experimentation projects to mature the program's long- range air vehicle and mission system roadmap.
May be tasked to work autonomously as a principal investigator for emerging technologies and represent the program on technical and acquisition program matters.
Represents the program to external S&T project sponsors, coordinating program offices and test activities and support the Government's acquisition strategy to mature S&T programs through development programs into fielded systems.
Most work will be conducted on-site at KBR's Lexington Park, MD facility. Advanced systems project work will be conducted at the Lexington Park facility, MD or alternative Government site.
Some domestic travel (20% max) will be required in support of flight test leadership responsibilities, customer technical advisor support and support of internal KBR new business pursuits.
Basic Qualifications:
Bachelor's Degree ( Engineering/Technical Degree preferred).
Minimum of 10 years of military aviation experience is required.
Must have a minimum of six (6) years of experience in airborne test and evaluation of military aircraft and/or installed systems.
Minimum of 1500 flight hours in military aircraft is required.
Full -Long Course- graduate from U.S. Naval Test Pilot School (TPS), U.S. Air Force TPS, Empire TPS or EPNER TPS
Past (required) or current (preferred) designation as an aircraft commander or mission commander is required for this role.
Must have aircrew supervisory experience, either military or on one of KBR's existing flight contracts.
Ability to operate independently to effectively satisfy job requirements without direct supervision.
Effective communications, both oral and written, and to operate in a dynamic and fast-paced team environment.
Applicant must have specific experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software integration, as well as experience in managing different phases of weapon systems acquisition within the DOD 5000 series acquisition policies and procedures.
Must have an active Top Secret security clearance.
Applicant selected will be subject to a ongoing government security investigation and must maintain eligibility requirements for access to classified information.
Preferred Skills:
Developmental and Operational flight test experience
Current or former designation as a NATOPS Instructor/Evaluator
Master's Degree (Engineering/Technical)
Aviation Safety School - long course or Commanding Officer's course
