Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT & BUDGET DIVISION 13, NAVSUP HQ OFFICE of CNSSC MECHANICSBURG NWCF MHA. Responsibilities You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating the following duties: (1) Formulating budgets and supporting plans, programs, and activities to defend budget estimates; (2) Interpreting, analyzing and providing financial management concepts, principles, practices, laws, and regulations of budgeting and/or financing to subordinate and senior levels; (3) Monitoring program budget execution to ensure availability/sufficiency of funds; (4) Managing Navy Working Capital Fund (NWCF) budget formulation, execution, justification, and obligation of funds; (5) Providing leadership in budget and financial functions; and (6) Developing timely and effective communication of identified issues and recommended resolutions, that balance the interests of the mission and multiple stakeholders, to subordinate and senior levels.
