Job Description

AECOM is seeking a Program Controls Manager to be based in Sacramento, CA and San Francisco, CA.

JOB SUMMARY:

This selected Project Controls Manager will work on one of AECOM's major infrastructure programs. Their function is primarily estimating, scheduling, cost management, risk management, document control, reporting, data, and systems management/integration. They'll support the development and management of policies and procedures establishing best practices related to program management and controls.

JOB RESPONSIBILITIES:

  • Effectively lead the project controls function on a large to major project

  • Provides the organization with technical leadership and strategic direction for program controls delivery

  • Support the development, compilation, and production of a multi-billion rail transit Program report(s) covering progress, cost, cash flow, earned value, risk, schedule and other relevant information.

  • Develop and Coordinate cost management updates to assist PCM's, PC, CM's and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes.

  • Provide planning, development, scheduling, reporting, and maintenance of schedule data for California High Speed Rail (CHSR) and other transit/rail project schedules, including construction of element activities reflected in program schedules to assist with verification of duration estimates.

  • Provides the organization with technical leadership and strategic direction for program controls delivery

  • Establish and maintain a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline

  • Developing expertise in applicable technical areas or an aspect of program controls for use by clients and peers to position or deliver programs

  • Assume mentoring and training roles as requested and identifies high potential employees to management

  • Establish and maintain a Program Controls system monitoring and reporting Scope, Schedule, Cost, Risk and Documentation progress against an agreed Baseline

  • Manage and oversee the Change Management process (controlling updates to the Baseline) in concert with appropriate governance and interfaces with all other areas of the program esp. technical changes from engineering and commercial changes from procurement and contracting

  • Ensure the timely operation of the required reporting systems both client facing and external stakeholders

  • Advise the program director on the status of program delivery, proposing any actions required both in terms of improvements required and best practice that can be applied elsewhere or more widely in the program

  • Manage the Program Controls team fulfilling Project Controls, Scheduling, Cost, Risk, Document Controls and Reporting functions

  • Oversees the production and maintenance of accurate project schedules

  • Expert understanding of schedule resource loading and leveling

  • Establishes and maintains client relationships

  • Review and analyze project program and oversee the production of accurate progress/performance reports

  • Actively supports the attraction and retention of talent across area of expertise

  • Developing expertise in applicable technical areas or an aspect of program controls for use by clients and peers to position or deliver programs

  • Able to demonstrate personal development through mentorship of others

  • Demonstrates exemplary leadership attributes that provide role modelling for others

  • Demonstrated capability to implement a Programmatic Controls system applicable to AECOM's client services, including programs of high complexity

  • Able to lead and manage Controls teams through all phases of planning, mobilization, execution, and closeout consistent with established delivery processes to meet the scope, schedule, budget, quality and other specified requirements stated in the contract

Qualifications

MINIMUM REQUIREMENTS:

  • BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 4 years of leadership

PREFERRED QUALIFICATIONS:

  • 12+ years of experience in leadership of a team of senior specialists and managerial staff.

  • Bachelor's degree in Civil Engineering or related field.

  • In addition to Project Controls, technical background or experience in Civil Engineering for rail/transit or other transportation infrastructure is preferred.

  • Certified Project Controls professional.

  • Ability to: Develop detailed construction schedules from preliminary and/or conceptual plans, develop and document basis of schedule development. Identify and document associated schedule risks. Provide recognizable and understandable work activities and sequences. Meet required deadlines and deliverable dates. Document and communicate effectively with others.

  • Holds an expert understanding of schedule, critical path analysis, resource loading and leveling.

  • Strong working knowledge of project controls database applications.

  • Advanced understanding of a relevant professional discipline.

  • Familiarity with industry-standard Project Control functions for major infrastructure projects, including monitoring and analyzing program performance against a program master schedule to promote timely and informed decision-making.

  • Experience in leading program and project controls on complex major projects or programs.

  • Ability to analyze and inspire innovative solutions to complex challenges.

Offered compensation will be based on location and individual qualifications. The expected range is $142,000.00 - $261,000.00.
