Summary You will serve as a Program Manager (GS-14) as the Director of the Business Support Department providing business support and administering special programs critical to the operations and overseeing six divisions: Strategy & Innovation (CPI); Facilities and Safety; Knowledge Management (IT-related); Training and Development; Human Capital Management; and Budget Planning and Execution (Financial Management). Responsibilities You will identify areas requiring improvement and effects needed, changes in work distribution, improvement in manpower utilization, use of facilities and services, and provision of data for management information purposes. You will serve as program lead and principal advisor with responsibility for planning and coordinating the implementation of the Enterprise Resource Planning (ERP) program throughout the Command. You will manage, administer, supervise, and direct the Commands administrative component. You will formulate long-range facility plans, policies, and targets for the Command. You will serve as program manager for the Commands Enterprise Resource Planning (ERP), identifying and developing functional requirements. You will manage, administer, supervise and direct operations and employees to ensure efficient and effective use of FLCJ' s available resources and support requirements. You will develop and evaluate subordinate employee performance standards. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized Program Manager experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector service that demonstrates expert knowledge of principles, theories, techniques, and methods of all-encompassing support program management and its facets to plan and execute a series of comprehensive business support programs. Must demonstrate knowledge of principles, theories, and techniques to perform duties related to human capital management, human relations and financial management. Must demonstrate experience formulating long range plans, policies and goals; adapting methods, procedures, and standards as needed to achieve established goals. Must demonstrate experience managing/leading subordinate employees, planning work to be accomplished, setting/adjusting both short term and long term priorities, and preparing work completion schedules. Specific duties experience must demonstrate the following duties: 1) Directing staff studies of work processes and techniques to assure maximum effectiveness and economy of operations; 2) Providing advice and conveying interest to top managers concerning business development and partnering initiatives; 3) Interpreting higher level authority, policies, rules, regulations, and laws to recommend program improvements. 4) Planning and coordinating the implementation of the Enterprise Resource Planning (ERP) program throughout the organization; 5) Developing tools for streamlining costs and making most efficient utilization of available resources.
