Job Description
AECOM is seeking a Program Operations Director who will be responsible for oversight of multiple operations sites across the State of Virginia, encompassing over 450 professionals.
The role of the Program Operations Director is to serve as the primary point of contact for our client. Additional responsibilities include overseeing the annual budget, serving as the conduit between AECOM's legal, HS&E, and finance entities, and introducing new services.
Responsibilities:
Acts as the primary point of contact for the client agency.
Responsible for the organizational management and direct supervision of the regional operations management staff, facilitating a cohesive and collaborative statewide program.
Oversight of key leadership hiring across multiple workgroups.
Administrative functions, including invoice development, program performance audits and reporting, liaising with corporate management and clients, payroll processing, and personnel performance reviews.
Maintenance of labor relations and staff conflict resolution.
Budget forecasting, execution, and reconciliation.
Coordinate with client on externally originating issues related to complaints, inquiries, and public information requests.
Share (or assume) responsibilities with the client related to public relations activities.
Routinely report to client and company stakeholders on the operation's efficiency and effectiveness in providing agreed-upon services. Prepare regular reports on the performance of the system based on pre-determined measures of effectiveness.
Routinely engage in daily, front-line operations to maintain operational awareness and prioritize program improvement tasks.
Responsible for the comprehensive training and auditing of the staff.
Effect mid to senior-level staff meetings, as required.
Participate in meetings, seminars, conferences, and committees as appropriate and assigned by the company and/or client.
Oversee the maintenance of technical documents, including standard operating procedures, performance reports, employee technical training records, and client deliverables.
Serve as a subject matter expert for the client and company on all aspects of the operation.
Qualifications
Minimum Requirements:
Bachelor's Degree from an accredited college or university in Business Administration, Civil Engineering, or related transportation field plus 10 years of relevant experience including 2 years of leadership, or demonstrated equivalency of experience and/or education
Valid U.S. Drivers' License and as a condition of employment, must pass AECOM's motor vehicle records review
Ability and willingness to work alternate work schedules and be on-call 24 hours/day
Preferred Qualifications :
A minimum of five (5) years of experience in a supervisory role in a transportation, public safety, or commercial operations environment
Advanced proven skills in organizational development and management
Capable in the use of proprietary software packages in a short matter of time
Skilled in report writing, technical writing, management team presentations, spreadsheet analysis, and interoffice communication
Ability to be calm and effective under pressure and in a variety of work conditions
Ability to coordinate real-time activities and initiate immediate priorities, for self and support staff
Skilled in standard software applications such as Microsoft Office (Word, Excel, Power Point, Access, Outlook)

Work environment may vary Indoor/outdoor
On-site availability is required during periods of civil disaster
Offered compensation will be based on location and individual qualifications. The expected range is $180,000.00 - $225,000.00.
