Job Description:
Support all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with general direct supervision.
The acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
Draft and negotiate (with supervision) contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
Responsible for initiating corrective action measures when necessary.
Develop and maintain working relationships with cross-functional partners.
Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
Ensure budget and sales forecast performance is met.
Essential Functions:
Motivated self-starter well versed in Subcontract Management Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost.
May manage projects within set boundaries or under general direct supervision.
Operate with sense of urgency and within tight deadlines.
Must be able to communicate effectively with a wide array of professional levels and functions.
Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance.
Support Small Business Initiatives.
Ability to generate spending plans, payment forecasts, and variance reports.
Follow strategic direction set by Program and functional leadership.
Experience managing budgets and sales forecasting.
Proficient in Microsoft Suite of Products.
Strong verbal and written communication skills.
Qualifications:
Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior Subcontracts experience.
Preferred Additional Skills:
TS/SCI clearance preferred, but not required/
Experience in Government Contracting/Subcontracting.
Experience in managing various types of subcontracts, including hardware, software, service subcontracts, and follow-on/production subcontracts.
Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee).
Ability to periodically travel to supplier facilities (mainly domestic locations).
