Summary Serves as principal advisor to the NEXCOM Enterprise on acquisition matters. Combines both supervisory and hands-on contracting duties to oversee a team of contracting professionals responsible for the execution of all NEXCOM facilities, construction, and architect-engineer (A/E) contracts using non-appropriated funds (NAF). Responsibilities Serves as Contracting Officer with unlimited signature authority to enter into contracts using non-appropriated funds to bind the NAFI. Responsible for ensuring that all facilities, construction, and architect-engineer (A/E) contracts are properly planned, coordinated, and contracted in an economical and timely manner in line with NAF fiscal and contracting policies, regulations, and authorities. Supervises a team of contracting professionals in the acquisition of facilities, construction, and A/E contracting involving non-appropriated funds. Provides the full range of supervisor duties, including leadership, direction, development of subordinates, review of subordinate work, performance management, and establishment of processes to ensure efficient and effective contract execution of NEXCOM requirements. Leads, develops, establishes, and promulgates policy, procedures, instructions, and other guidance for NAF acquisitions related to NEXCOM facilities, construction, and A/E contracting. Ensures NEXCOM NAF contracting operations comply with all appropriate governing instructions, regulations, and higher echelon policy. Assures policy and guidance on procurement and contracting matters are aligned with organizational objectives, legal requirements, and agency best practices while being appropriately carried out on a consistent and continuing basis. Establishes and leverages a variety of risk-informed contracting vehicles to support dynamic facilities requirements. Works closely with a variety of stakeholders to understand technical workload requirements and develop/recommend necessary contracting vehicles to most effectively meet program goals. Establishes and maintains contracting productivity and other effectiveness/efficiency metrics of assigned staff. Aligns contracting workload and priorities to meet mission goals. Collaborates with internal and external stakeholders (project managers, engineers, architects, legal counsel, etc.) to ensure effective communication, coordination, and resolution of contract-related issues. Oversees contracting functions, including RFQ and RFP development, contract administration, negotiation, budget monitoring, and related administrative tasks for financial integrity and audit readiness. Offers end-to-end contracting support, managing clearances, contract vehicle recommendations, vendor development, COR integration, proposal evaluations, contract awards, task orders, modifications, and performance assessments. Manages contract administration, handling terminations, cure actions, equitable adjustments, and contractor claims, preparing legal documents when necessary. Requirements Conditions of Employment The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. Qualifications Basic requirements for entry into this NF-05 (non-appropriated fund) position include the following: Education requirement and Five years of progressive experience specifically within construction and/or architect/engineer contracting that allowed the candidate to demonstrate the ability to execute such functions as contract negotiations, contract administration, conducting technical evaluation and source selection boards for construction and A/E vendors, independent development of requests for quotation/proposal, studying market conditions, fairness/reasonableness determinations, competitive range determinations, terminations for convenience/default, and generation/upkeep of contracting files, policies, and auditing. Current associates in the 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position. Prior Contracting experience within the Construction or Government sectors preferred. Education 4-year Baccalaureate degree in any field OR 24 semester hours of bachelor degree level classes in the following fields: accounting, business, finance, law, contracting, economics, quantitative methods, or organization & management.
