Position Description
As theLead Performance Management Analyst(SPA Lead), you will support the Department of the Navy (DON) Process Improvement Office (PIO), and the Secretariat Priority Assignments (SPA) special projects work stream. You and the team that you lead will deliver agile data analytics, metrics and measures and you will design, plan, and execute strategic initiatives that support DON strategic planning, SECNAV and OSD guidance, governance, and operating plans.
Must live in the Washington, DC area/ National Capitol Region and work onsite at the Pentagon 2 days per week; remote work 3 days per week.
ACTIVE SECRET SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.

Knowledgeable - Demonstrate technical prowess across a broad range of functional areas (e.g., HR, Finance, IT, Supply) and possess knowledge of Navy and USMC business operations, leadership, culture, and strategic objectives; qualitative and quantitative methods for assessing, evaluating, and improving process effectiveness; functional-level understanding of data and analytical solutions (e.g., Qlik, Databricks, PowerBI), problem solving techniques (e.g., lean, six-sigma), and project management tools (e.g., PMBOK, PMI).
Work Stream Management- Experience with project implementation planning, management of all Plan of Action and Milestones (POAMs), justification of funding requirements, identifying and mitigating risks, balancing resources within a portfolio, and conducting negotiations among personnel to keep initiative efforts on schedule and synchronized across organizations; and tracking the performance of resources to achieve the clients and customers expectations for cost, schedule, and performance.
Quality - Has a strong eye for detail and commitment to delivering with excellence; institutes a methodological review process for the team before submitting work products to the client.
Outcome focused - The -so-what?- and measurable outcomes are top of mind during design, execution, and monitoring; develop recommendations on strategic program and policy issues that lead to measurable improvements in DON business operations (e.g., dollars saved, reduction in lead time or defect rate, etc.).
Collaborative - Ability to field feedback from a diverse group of stakeholders (e.g., ASNs, DUSNs, CMC, and CNO) using a variety of techniques (e.g., interviews, facilitating a workshop), identify commonality, and then find compromise where there is disagreement; demonstrated skill in accurately preparing sensitive briefings and reports independently or as a member of a team.
Leader - Mentor, coach, and lead a diverse work stream of strategy consultants, analysts, data scientists, and lean/six-sigma practitioners to solve DON strategic challenges; maintain high morale in a matrixed team setting; effectively partner with a cross-contractor team while receiving input from DON clients; ability to facilitate workshops and trainings to large and diverse audiences; and professionally communicate lessons learned and feedback to the team to improve performance.
Executive Presence - Comfortably work alongside, present information to, and provide counsel to senior government executives from a variety of backgrounds; knowledgeable of -politics- within the Pentagon.
Strong communicator - Ability to provide relevant and timely updates (based on the audience) to the work stream and senior leadership (e.g., PIO Director, Deputy Director, functional owner, etc.); communicates and coordinates program and process requirements to key stakeholders both internal and external; highly developed written and oral communication skills to effectively convey policies and practices at various management levels and to engage support for implementation initiatives and recommendations.

Qualifications
To be successful in this role, you will have:
AN ACTIVE DOD SECRET CLEARANCE.
Bachelor's degree in business administration, management, marketing, finance, engineering, analytics, industrial organization, organizational psychology, data science, operations research, computer science, IT, math, or similar,or 5 years of relative experience in lieu of degree.
5+ years of experience in strategy consulting, project or portfolio management, engineering, data analysis, data management, data science, or operations research.
Experience solving complex problems, using innovative solutions, and achieving measurable outcomes for clients or customers.
Ability to work onsite at Pentagon 2 days per week; Remote work 3 days per week.
Additional desired experience and skills:
Master of Business Administration or related advanced degree (e.g., Master of Engineering Management; Master of Data Analytics; Master of Industrial Org.; Master of Org. Psychology).
Lean or six-sigma experience or belted.
Support staff experience at DON, OPNAV, NAVSEA, USMC, Program Executive Offices (PEOs)/Program Offices, or other Pentagon Offices.
Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
