  • This position is contingent upon your ability to maintain/transfer a Secret clearance.

  • This position is contingent upon customer requirements and/or their approval.

In this role, you will:

  • Provide analytical and technical support relating to DoD CIO Cyber Manpower strategy and policy and cyber workforce initiatives.

  • Research, analyze, and identify DoD and federal IT skill gaps and root causes as well as recommend strategies to reduce gaps in cyber workforce positions.

  • Provide draft analysis and recommendation report to meet the functional community management lifecycle reporting requirements established by the Department of Defense.

  • Conduct research and analysis to identify cyber workforce trends; analyze data to assess the overall health of the DoD cyber workforce; develop strategic workforce documents; write cyber workforce reports for submission to the Secretary of Defense, the US Congress, or other federal entities; and provide documentation to support advocacy for legislation, regulations, policies, and tools necessary to sustain the cyber workforce.

  • Responsible for a broad spectrum of civilian workforce planning and analysis requirements, as well as overseeing overarching force management policies (e.g., recruitment, retention, compensation, professional development) career development, education, and training) for over 50,000 DoD civilians in 18 occupational series. Supportive efforts include research and analysis to identify workforce trends; development of strategic workforce documents; and advocating for legislation, policies, and tools which support workforce sustainment.

  • Analyze cyber personnel trends to support strategic human capital reporting requirements.

  • Understand the differences between manpower and personnel systems, and the type of human capital information that resides within them.

  • Ability to conduct data analytics using DoD canned reports and/or structuring data queries to obtain desired content. Other sources may include the Bureau of Labor Statistics, OPM's Fedscope.

  • Provide support, on an ad-hoc basis, for a variety of Congressional response requirements associated with cyber workforce management. These include analysis of draft legislation; creation and defense of legislative proposals; correspondence preparation; material support for meetings with Congressional member/staff visits; and responding to requests for information.

  • Monitor congressional positions and actions on matters affecting all aspects of cyber workforce management and recommends Defense positions.

  • Advise the DoD CIO regarding the need for new or modification to existing legislation, and congressional reporting requirements; develops timely responses to congressional responses including legislation, questions in specific areas of interest, questions and inserts for the record, hearing statements, and backup material preparation.

  • Prepare responses to media requests, write newsletter articles, and provide website content to share insight on DoD cyber workforce trends and the status of ongoing workforce initiatives.

  • Analyze workforce data and prepare cyber workforce reports to meet requirements imposed by the Secretary of Defense, the U.S. Congress, the GAO, OMB and OPM.

  • Provide written content for a variety of informational purposes to showcase cyber workforce initiatives.

  • Draft authoritative responses for GAO questions, succinctly conveying DoD's position and accomplishments and providing -artifacts- to back up comments/justifications.

  • Provide data to support OMB and OPM data requests.

  • Write briefings and large-scale reports (15-30 pages) to convey status of DoD cyber workforce.

  • Prepare oral reports on cyber workforce matters to the senior executives, managers, or other Defense/Federal Stakeholders.

  • Serve as trusted advisor to client on workforce matters.

Qualifications

To be successful in this role, you will have:

  • The ability to maintain/transfer a DoD Secret clearance and can upgrade to a Top Secret/SCI clearance

  • A High School Diploma and 10 years of relevant experience in manpower or workforce planning.

  • OR a Bachelor's degree and 7 years of relevant experience.

  • OR a Master's degree and 5 years of relevant experience.

  • Experience in DoD canned reports and/or structuring data.

  • Experience with the understanding of legislative processes.

  • Knowledge of DoD and Federal Workforce Data Sources.

  • Knowledge of DoD organization.

  • Experience with creating/modifying Congressional briefings and position papers,

  • Extensive knowledge and understanding of the Department of Defense, the organization and structure of the Military Departments and Fourth Estate, and other government and non-government activities at the national level that have a substantial impact on the Department's cyber mission.

  • Proficiency knowledge in Microsoft Word and Microsoft PowerPoint.

  • Experience in research, Analysis, and workforce planning.

  • Experience leading and directing the work of others.

  • A wide degree of creativity and latitude is expected.

  • Ability to travel CONUS/OCONUS on an as needed basis.

Additional desired experience and skills:

  • An active DoD Top Secret clearance and the ability to obtain SCI Clearance

  • Experience working with Department of Defense, Chief Information Officer (CIO)

  • Experience with Defense Manpower Data Center
