WSP USA is looking for an enthusiastic and motivated candidate who will be responsible for leading and delivering Transportation Systems Management & Operations (TSM&O) consulting, planning, and field inspection services, ,supporting Business Development efforts, and supporting the P3 practice.
The Senior Project Manager position will directly support the Senior Vice President, Program & Construction Management in growing the PMCM Practice in the Mid Atlantic, and will play lead roles in projects. This role will also support the ITS National Practice and the local Traffic Engineering practices in Maryland, Virginia and associated states, as well as the National P3 and Alternative Project Delivery Practice and specific projects. The position will be responsible for field inspection of telecommunications, ITS and tolling field devices for highway projects. The position requires an effective team leader who works cooperatively to deliver projects and programs on time and on-budget, meeting the quality standards per the technical specifications and in accordance with quality, safety and security procedures. The TSM&O Senior Consultant will be client and industry-facing and will build and maintain relationships with public and private sector clients, and teaming partners, and will represent the firm and the practice at industry events.
The selected candidate will have the opportunity to work with the WSP Program and Construction Management group as a part-time inspector for transportation projects and other asset types in the Mid Atlantic, and will support the planning, design and consulting activities of the other Practices..
Your Impact
Job Duties:
Conduct field inspection, QA/QC and IA/IV for telecommunications, ITS and tolling filed device installation
ITS Planning including Concept of Operations, Functional Requirements and ITS Architecture
Prepare and/or review ITS design
Conduct systems engineering activities
Plan, lead and implement development, renovation and improvement of Traffic Management Centers
Development ITS and Tolling Operations & Maintenance Plans
Prepare cost estimates (CAPEX and OPEX) for ITS and tolling systems
Provide planning and consulting services for Connected/Automated Vehicles (CAV)
Identify new projects, lead project pursuits, support Business Development in Virginia and Maryland in conjunction with other WSP staff
Support national P3 practice in conjunction with SVP, providing technical advisory to owners and project proponentsRepresent public agency owners to provide project oversight, guidance and control during construction
Develop technical specifications and requirements and other components of bid packages.
Provide Construction Engineering & Inspection services for telecommunications, ITS and Tolling field installation
Lead and oversee QA/QC and IA/IV efforts on projects
Work schedule varies according to job assignments and/or contractor schedules, and may include night work, weekends, and holidays; and
Perform other duties as assigned.
Who You Are
Qualifications:
Virginia P.E.
A minimum of a bachelor's degree in engineering
A minimum of 12 years of experience in Transportation Systems Management & Operations (TSM&O)
Experience conducting project site visits
Similar experience in other asset types such as public buildings, police headquarters, school buildings and fare payment systems is desirable
Proven ability to manage complex budgets and schedules.
Transit and/or rail experience is a plus.
Knowledge of linear construction means and methods
Understanding of project finance in Design/Build P3 context
Working skill in operating computer equipment, software programs and field inspection equipment; read and interpret transit rail, roadway, bridge, and structure plans and contract specifications; maintain detailed records, and communicate effectively with agency, contractor personnel and the public.
Must successfully complete and pass WSP's Motor Vehicle screening.
