JOB SUMMARY
This position will use their understanding of accounting, finance, and utility regulation to help the MPC rates team develop, design, evaluate and administer regulated electric utility rates, adjustment clauses, and related functions to ensure collection of approved revenues.
JOB REQUIREMENTS
A Bachelor's degree in a technical field (e.g., engineering, mathematics, computer science) or a business-related field (e.g., accounting, finance, economics) and preferably 2 - 4 years experience in the utility industry. An advanced degree or additional studies in finance, economics, business or related areas is desirable.
Working knowledge of rate design and competitive pricing principles and economic theory as related to regulated industries to achieve proper balance in the design of a rate and/or rate package.
Sound knowledge of quantitative methods such as cost-benefit analysis, experimental design, and application of PC computer programs to design appropriate rates and assess the profitability of various programs and strategies. Programming experience in SAS is desirable.
Thorough understanding of the rules and regulations for electric service, rate case and regulatory procedures and filing requirements to properly implement and administer rates.
Analytical problem solving skills to effectively balance the multiple objectives and constraints faced in handling complex pricing and rate design problems.
Quantitative skills to adequately perform traditional and innovative rate design and cost-benefit and profitability analysis.
Sound analytical judgment, logical reasoning skills and effective communication skills to prepare and present supporting data concerning pricing and rate design issues for customers, Company management and regulatory staffs.
Time management and organizational skills to complete tasks that are subject to regulatory time constraints.
JOB RESPONSIBILITIES
Supports all regulatory proceedings by preparing rate filings including rate designs and testimony and providing adequate supporting evidence for obtaining Mississippi PSC/FERC approval and customer acceptance of the proposed rates.
Develops innovative rate concepts which support the Company's sales efforts and contribute to the profitability goals. Investigates alternative rate designs and evaluates applicability to MPC.
Provides fuel/rate analysis, inputs to the cost of service study and other data necessary to maintain internal and external Company rate and regulatory records.
Develops a working knowledge of other functional areas such as system planning, accounting and energy sales & efficiency to achieve thorough understanding of the total pricing function.
Ensures that the provisions of all rates are applied in a manner consistent with Company policy.
Analyzes data to maintain an understanding of the customer requirements and the impact of rate structures on customer kW and kWh usage patterns.
Develops expertise in the use of the various computer models, programs and data bases used in performing rate studies and analysis. Assists in the development, revision and testing of these rate tools.
Lead or participate on interdepartmental teams or special projects in support of MPC goals and objectives.
