Summary You will serve as a Financial Management Analyst of CNSSC OPERATIONAL SUPPORT FIELD. Responsibilities You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. You will perform various duties and responsibilities of a Financial Management Analyst including accounting, budget, and other related financial management work You will perform work consisting of selecting and using many different and unrelated analytical techniques and methods relative to substantive agency programs with widely varying goals. You will develop proposals concerning alternative methods, sources, and timing of financing for substantive programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating knowledge and skill applying principles, concepts and practices to perform assignments concerning financial management and budget. Specific work experience must demonstrate the following: 1) Formulating and analyzing budget and cost estimates to support plans, programs, and activities, including preparing budget exhibits, and presenting and defending budget estimates to higher authorities throughout the budget cycle; 2) Developing, determining, and interpreting budget and financial guidance, policies, and procedures; 3) Monitoring and reconciling budget controls and program execution, and applying performance measures and benchmarks to identify assets and shortfalls, to project costs and explain deviations to senior leadership and higher authorities; 4) Utilizing the Navy Enterprise Resource Planning (N-ERP) System, or related automated financial system to extract, interpret, and analyze financial reports, budgetary problems and statistical data; and 5) Collaborating with both internal and external stakeholders to ensure customer requirements align with program budget plans.
