Summary You will serve as a Public Affairs Specialist in the Office of Corporate Communications of NAVSUP FLC PEARL HARBOR. A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary Responsibilities You will provide photographic and video coverage of command events and maintain a comprehensive photo library of personnel, departments, past events, and other subjects of commands interest. You will provide assistance to a senior specialist on duties with the command's liaison with media representatives and public affairs representatives from other DOD commands. You will provide editorial support concerning the content of all command publications, brochures, pamphlets, and presentations. You will draft articles for Naval System Supply Command (NAVSUP), other publications, and speeches for the Commanding Officer and senior management officials. You will develop recommendations for senior specialists and assist with public affairs matters that impact the Command. You will assist senior specialists in planning, designing, and executing internal and external communication and community relations programs. Requirements Conditions of Employment Qualifications GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing public affairs specialist work. Specific duties must include the following: 1. Applying a development knowledge of communication principles and methods in supporting a public affairs program involving public and internal information, and community relation activities for internal and external audiences; 2. Demonstrating a skill in writing a variety of articles, stories, and news releases to convey information and clarify command operations, programs, and activities to diverse audiences; 3. Use desktop publishing, computer graphics, and other computer programs to prepare publications, presentations, and other materials; 4. Establish structured working relationships with local media, community groups, and higher echelon representatives. Education GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
