The Serco Maritime Engineering Operation (MEO) is involved in the execution of a multitude of cutting-edge engineering projects that generate solutions to high profile and challenging problems facing both defense and commercial customers, both domestic and international. In particular, the Senior Technical Program Manager of Engineering Oversight will be responsible for assuring technical accuracy and successful budget and schedule performance of assigned projects/programs.
The Senior Technical Program Manager will report to Serco's Maritime Engineering Operations (MEO) Vice President. The MEO Operation leverages its corporate knowledge and capabilities to conceive, design, construct, support, test and evaluate high-performance maritime systems for a variety of customers. The ideal candidate will be capable of assembling, leading and/or overseeing integrated project engineering teams made up of our dynamic and talented team of engineers and naval architects, to work across multiple disciplines including, but not limited to marine engineering, mechanical engineering, electrical engineering, naval architecture, computer science, automation, robotics, fluids and thermodynamics, and materials science.
In the subject role, the Senior Technical Program Manager will work with engineering and programmatic management staffs to utilize existing capabilities and where necessary, evolve unique capabilities to ensure the highest quality deliverable products and execution of our projects/programs.
IN THIS ROLE YOU WILL:
Provide technical oversight, assessment, and analysis of maritime engineering system research, development, design, prototyping, test, and evaluation in both the hardware and software domains to adapt existing technology or develop new technology to provide solutions to current and new customers.
Oversee the design of systems and solutions, and execution of program work in accordance with program plans and schedules.
Identify solution gaps in the execution of MEO technical/engineering projects, engaging with prospective customers and/or business development leads, and oversee the architecting of solutions to complex problem sets.
Provide evaluation of and facilitate integration of engineering products from MEO Staff members, industry partners, Government Labs, and/or Warfare Centers.
Conduct independent technical assessments of programs (e.g., Program Management Plans, Preliminary Design Review (PDR), Critical Design Review (CDR), and other major milestone reviews as applicable to assess the status of design/test/evaluation efforts as well as risks and issues.
Perform ad hoc analysis and generating high quality technical reports and presentations for senior leadership to support public speaking engagements, symposium, conferences, and customer reports
Critically review engineering products and program milestone documentation and contractor deliverables to assess engineering/design equities across all phases of systems acquisition life cycle from advanced development planning, estimating, deployment decisions, and sustainment.
Provide engineering subject matter expertise and mentoring in all phases of project/program execution, to include design, modeling and simulation environments and prototyping labs, and land-based test sites.
Provide evaluation of and facilitate integration of technology components, through technology transfer, from industry and academia partners, government labs, warfare centers into architected solutions.
Serve as Principal Investigator (PI) for newly established projects until a back-fill PI is identified and continue to provide guidance and mentorship to project execution teams.
Plan solution architecting projects, to include resource allocation, defining project development team expertise requirements, identifying external-organizational partnerships, project schedule and funding requirements, technology maturation, risk quantification and mitigation, identification of regulatory constraints, drafting of solicited and unsolicited white papers and proposals.
Qualifications
TO BE SUCCESSFUL IN THIS ROLE, YOU WILL HAVE:
Secret Clearance or ability to obtain a Secret Clearance after employment.
U.S. Citizenship.
Bachelor's Degree or higher in Marine Engineering, Physics, Computer Science, or a related Engineering discipline.
15 years of relevant experience managing multi-disciplinary engineering teams executing complex projects.
Principal-level subject matter expertise in the fields of Mechanical or Marine Engineering with a strong background in the development of novel technology solutions to complex problem sets and applying those solutions to defense and commercial project/platforms.
Expert knowledge of Maritime System design and operation principles and regulations, in both the defense and commercial sector, to include International Maritime Organization (IMO), Coast Guard regulations, Navy practices and regulations, Military Standards and Handbooks, Professional Society Standards (e.g. Society of Naval Architects and Marine Engineers (SNAME), American Society of Mechanical Engineers (ASME), American Society of Naval Engineers (ASNE), and Classification Society regulations (e.g. American Bureau of Shipping).
Experience standing up development prototyping environments, combining elements of both hardware and software, using tools such as digital twin generation, software simulation, hardware emulation, hardware-in-the-loop testing, mechanical test fixtures, as well as design development, exploration, and data-driven evaluation.
Experience successfully targeting, capturing and executing a large scale, complex, high-profile engineering program(s).
ADDITIONAL DESIRED SKILLS AND QUALIFICATIONS:
Prior experience in the military or operation of a maritime system (e.g. ships, ship systems, etc.).
Prior experience as a program Principal Investigator, Chief Engineer or Solution Architect on a highly technical solution development program.
Experience in assessing project schedule and cost realism (e.g., experience in evaluating the viability and degree of optimism in project schedules).
WORK LOCATION: Alexandria, VA, with opportunity to work remote.
TRAVEL: 10% to 15%
