Job DescriptionTOC Data AnalystWhy Join us?Atkins seeks a talented and committed individual to join our team at the Traffic Operations Center (TOC) in St. Louis, MO as a TOC Data Analyst. This role will provide technical support for their center which is responsible for managing traffic congestion on roadways throughout the state and responding to planned and unplanned traffic incidents including road work, vehicle crashes, and major adverse weather. TOC staff use an array of technologies to monitor and detect traffic incidents, to prevent and resolve traffic impacts, and to interface with emergency responders and the traveling public. The TOC is a 24/7/365 communications hub and emergency response facility. Successful TOC Data Analysts are organized, detail oriented, and capable of solving complex problems.TOC Data Analysts report to their Atkins Supervisor and the local TOC management team but must be capable of directing their own work. Data Analysts compile relevant data and deliver accurate reports related to traffic incident response and roadway network performance. Data Analysts are also expected to provide hands-on support in the control room to assist with major incidents or severe weather events as needed. A typical day is comprised of regularly scheduled tasks, collaboration with the TOC team, and work on various special assignments. Data Analysts must possess good time management and organizational skills while maintaining the flexibility required to adapt to shifting priorities. Data Analysts work closely with internal/external partners and must be clear, effective communicators who reliably follow-through on their commitments.The Data Analysts duty hours will be set by their supervisor, but will typically be during regular business hours, Monday-Friday. As operational needs arise, the Data Analyst is expected to fill in for TOC operators or other control room positions and must be able to work irregular hours (including extended hours, weekends, and holidays) when needed. Atkins has the depth and breadth of expertise to respond to the most technically challenging and time-critical infrastructure projects and the urgent transition to a low-carbon economy.How will you contribute to the TOC team?Applies general data analytical skills, development and operational principles to solve specific traffic related problems.Prepares daily, weekly, and monthly dashboard performance measure reports including compilation of data.Actively reviews operational activity for accuracy and appropriateness and provides guidance and feedback to staff and TOC leadership.Writes reports, participates in presentations, discusses concepts and deliverables with clients, and participates in quality-control checks.Compiles statistical performance measures reports for the client and operations management staff as appropriate.Communicates regularly with client managers, project manager, TOC supervisors and other stakeholders to provide status updates, ascertain needs and provide solutions to any issues.Coordinates with other agencies as appropriate.Supports on-floor training, coaching and mentoring for operations staff as appropriate.Supports the development and maintenance of standard operating procedures (SOPs) as needed.Travels to field locations as requested by the client to support stakeholder engagement.Maintains a thorough knowledge and active capability to perform all TOC operations tasks and use all tools as required.Performs special assignments as it relates to traffic operations, traveler information, and incident management.Performs ot
