Job Summary

  • Executes a full spectrum of procurement requirements to acquire goods and services from acceptable vendors through competition and/or negotiations under favorable terms, pricing, and delivery pursuant to contractual, quality, and safety requirements, while complying with company policies and procedures.
  • Collaborates with internal and external customers to ensure the mission, contractual requirements, schedule, contingency planning, and timely delivery/execution are achieved.

Responsibilities and Duties

  • Manages the full end-to-end procurement process including supporting acquisition planning, requirements development, solicitation, bid receipt and evaluation, coordination of technical evaluations, selection, agreement negotiation and execution, and administration using various contract types (e.g., fixed-priced, time and material, labor hour, unit rate, cost plus, etc.).
  • Responsible for KBRs Government Solutions US Indirect and Strategic Sourcing requirements supporting Individual Business Unit or Cross Business Unit Goods and Services requirements
  • Responsible for Strategic Sourcing and Strategic Agreement Strategy and Approaches utilizing the buying power of Government Solutions US and KBR to negotiate better pricing and service
  • Negotiates favorable terms, volume discounts, and long-term contracts with suppliers/subcontractors for the procurement of goods and services to meet desired outcomes, while maintaining integrity and ethical relationships.
  • Takes responsibility for purchases in support of customer or internal-related business needs.
  • Manages the resolution of defects and delivery problems with suppliers and is responsible for negotiating refunds.
  • May directly manage resources, buying/subcontracting activities, prioritize tasks, guide workflows, provide guidance to less experienced team members, and adhere to project deadlines and time constraints.
  • Supports the development and implementation of strategic initiatives and process improvements under the guidance of top-level management.
  • Responsible for supporting the development and execution of procurement processes and ERP training, as required.
  • Relies upon experience, interpersonal skills, and a broad knowledge of the procurement field to ensure task completion is compliant with policies, procedures, contractual requirements, and business strategy.
  • Uses judgment to interpret and resolve internal and external issues and develops best practices.
  • Utilizes various key performance indicators, forecasts, variances, other pertinent metrics, and reporting tools to evaluate performance.
  • Identifies and manages critical vendors to increase competition and ensure vendor performance.
  • Responsible for evaluating KBR Vendor performance using KBRs Supplier Performance Evaluation tool.
  • Understands and adheres to KBRs policies and procedures relevant to the role and has an awareness of those that apply across disciplines; and is aligned with KBRs Mission, Vision, and Values.
  • Conforms fully to the KBRs Code of Business Conduct (COBC), Foreign Corrupt Practices Act (FCPA), and Export Compliance along with other legal or procedural compliance requirements for the area of work.
  • Assists with all actions related to internal and external audit requests, responses, reporting, and submissions.
  • As required, maintains accurate and complete procurement files in accordance with KBR Policies, Procurement Manual, and applicable FAR/DFARS and other Agency FAR Supplements to ensure KBR maintains its Government approved purchasing system.
  • Prepares price analyses, performs market research, and determines risk for procured items; conveys and reports such information to management.
  • If required, adheres to meeting and exceeding Small Business Utilization Goals, Diversity, and Sustainability initiative .

Competencies

  • Strong background in Procurement.
  • Ability to lead meetings and work effectively with non-procurement groups to achieve internal/external client and business objectives and mitigate risks relating to goods and services delays.
  • Complete understanding of the end-to-end Procurement Process and how all disciplines within Procurement operate.
  • Strong ability to get to the root cause of problems quickly and find ways to resolve them either individually, within a team, and/or across disciplines.
  • Ability to work under pressure to effectively manage and execute required procurement responsibilities to support the full end-to-end procurement process.
  • Strong analytical skills relating to bid evaluations and analysis using competitive pricing, market research, and historical pricing to determine price reasonableness.
  • Ability to develop Negotiation Strategies and Techniques and execute those strategies.
  • Under general direction, may direct the daily activities of a business, technical support, or functional support team. Works under limited supervision and solves complex problems requiring detailed knowledge of field and industry best practices. Leverages experience and problem-solving to optimize processes.
  • Working knowledge and experience supporting Contractor Purchasing System Reviews (CPSR) and requirements to maintain an approved Purchasing System.

Qualifications and Skills

  • Possess a solid working background in Procurement.
  • Skills required for this job are typically acquired through the completion of an undergraduate degree and 7+ years of relevant work experience.
  • Successful experience in supervising, managing, and leading diverse teams, a plus.
  • Possess highly developed verbal and written communication skills so as to convey ideas succinctly and persuasively to a variety of stakeholders supported with complex analytics/comparisons using Excel.
  • Proficiency with standard Microsoft Office 365 products, virtual collaboration platforms, and ERP systems (i.e., Word, Excel, PowerPoint, Power BI, Teams, SharePoint, Costpoint, Cognos).
