Program Manager, Pipeline Integrity
Description
Manage and provide technical leadership for Virginia Natural Gas's (VNG's) Transmission Integrity Management Program (TIMP). Efforts to ensure VNG's natural gas transmission system is safe, reliable, and in compliance with state and federal operational utility regulations.
Representative Duties and Responsibilities:
Establishes and optimizes transmission integrity policies and sets program objectives to maintain compliance with state and federal regulatory system integrity requirements for VNG
Monitors and anticipates changes in transmission integrity regulatory requirements. Works with key stakeholders to adapt policies and ensures procedures and accountabilities meet regulatory requirements
Leads the VNG development and execution of the Transmission Integrity Management Program. This includes directing internal line inspection and complex data correlation processes post inspection
Serves as the technical leader for transmission integrity initiatives and demonstrates proficiency with transmission integrity regulations, industry standards, and internal policy. Ensures transmission integrity management plans meet regulatory current requirements
Demonstrates a competency with transmission integrity challenges & practices including pipeline risk assessment methodologies, pipeline integrity assessment methods, and pipeline repair criteria
Reviews and approves threat assessments, risk rankings, assessment techniques, assessment reports, remediation schedules, required repairs, and required preventative and mitigative actions
Coordinates regulatory compliance activities with the Virginia State Corporation Commission, including Transmission Integrity Audits in the office and field, integrity assessments, and integrity direct examinations
Oversees the selection of direct examination sites for various Transmission Integrity Management activities, including In-Line Inspection validation
Works with Southern Company Gas representatives for technical guidance as needed to implement industry best practices and emerging technologies to optimize safety, reliability and efficient system operations
Establish transmission integrity management program budgetary requirements. Execute in alignment with established budgets that delivers impactful programs and services in highly regulated environment.
Actively participates in trade association efforts to favorably influence regulatory policy
Engages with operations to maintain awareness of pending assessments and system implications
Education and Experience:
Required:
Bachelor's Degree (engineering, project management, or construction management preferred)
5 years progressive experience in Gas Operations, Engineering, and Management
Demonstrated knowledge of pipeline safety policies, procedures, codes and standards (49 CFR 192, Subpart O; ASME B31.8S; NACE SP0502, etc.)
Experience in compliance work, corrosion control and pipeline system operations
Preferred:
10 years progressive experience in Gas Operations, Engineering, and Management
