The FRTIB administers the Thrift Savings Plan, the world's largest tax-deferred, defined contribution plan in support of over 6 million participants. This 401(k) type plan, similar to private sector plans provides roughly 91% of civilians and 61% of uniformed service members the opportunity to save for retirement. The FRTIB's mission is to administer the TSP solely in the interest of its participants and beneficiaries.
Benefits Administrators are responsible for reviewing, analyzing, and processing transactional Death Benefit Claim form documents for TSP participants. Administrators review death benefits documents for validity in accordance with the Code of Federal Regulations (CFR) and Federal Retirement Thrift Investment Board (FRTIB) policies and guidelines. This includes making numerous telephone calls daily, researching and reviewing accounts, using independent judgment to resolve conflicting information and complex case scenarios, data entry, sending appropriate notices, and communicating with various entities (e.g. the FRTIB, governmental agencies, law firms, participants, and potential payees).
In the Benefits Administrator role you will:
Thorough and comprehensive working knowledge of the particular area of work responsibility assignment.
Must have attention to detail and time management skills, and will be responsible for maintaining a case load of up to 150 accounts at one time.
Validity determinations and communications are made by the Administrator and are confirmed by a quality control/verification Benefits Administrator. Any claims meeting a specific set of conditions will be verified by two Benefits Administrators.
Position may require the Benefits Administrator to function in a verification/quality control capacity by reviewing determinations made by other Administrators (to include either initial verification or secondary verification responsibilities) as well as notice verification.
Position may also require review of legally related documents submitted as part of the Death Benefit Claim (to include but not limited to trusts, small estates, adoption paperwork, next-of-kin submissions, and disputes).
Works under the direct supervision of a team lead and manager as applicable; may supervise an assigned workflow.
Case research to ensure all pertinent information is obtained, any information deficiencies are resolved and to validate the information received utilizing systems applications.
Interpreting guidance provided by the FRTIB in accordance with the Code of Federal Regulations and applying the regulations, directives, and interpretations to determine the validity of incoming documents required by the specific workflow.
Providing timely responsive customer service to various inquiries from multiple sources and stakeholders, such as participants, confirmed or potential payees, legal representatives, and financial institutions.
Coordination, tracking and reporting within assigned workflows or between workflows
Ensures work is processed in a timely manner according to the requirements of the specific business function assignment.
Communicates effectively both orally and in writing with the FRTIB and TSP Call Centers to provide information and obtain additional information pertinent to resolution of the legal case. The analyst will be required to communicate with participants, attorneys, third parties, financial institutions, government agencies, and potential (as well as confirmed) payees in accordance with the Privacy Act.
Performs other duties of a similar nature or level.
Qualifications
To be successful in this role, you will have:
Bachelor's degree and 1-3 years of relevant experience; Additional 4 years of related experience can be consiered in liue of a degree.
Strong analytical skills.
Familiarity with the U.S.C., C.F.R., the Privacy Act; or other regulations.
Paralegal certificate or knowledge /experience with legal documents preferred.
Strong communication (written and verbal) skills required to communicate effectively with participants and potential payees
Attention to detail and strong organizational skills.
Strong customer service skills.
Self-motivated, dynamic work ethic to ensure maximum customer satisfaction is delivered.
Commitment to excellence in all work situations.
Working knowledge and experience of computer applications, including MS Office, and/or business office systems.
Multi-tasking and prioritizing competing deadlines.
Handling difficult and sensitive situations, using sound and independent judgment within general policies and guidelines.
Communicating effectively with co-workers, superiors, the general public, and others sufficient to exchange or convey information.
Must be able to obtain and maintain a Public Trust clearance.
