Overview
We are seeking two Systems Engineer Test Directors to support the Missile Defense Agency (MDA) on board the Pacific Collector and Pacific Tracker vessels ported in Portland, OR. One individual will reside in Portland and the other in Huntsville AL. FTI provides range support services for ballistic and hypersonic test missions at DoD, NASA, and other agency ranges around the world. We cover mission planning, networks and systems engineering, telemetry, radar tracking and imaging, data and voice communications, logistics, and cybersecurity aspects of missile testing.
This position will require that you direct a team of Civil Service employees and Contractors operating Radar, range safety, telemetry and communications systems during MDA Test and Evaluation missions. You must maintain a valid US Passport, possess a current DoD SECRET level security clearance, and travel to sea-based locations supporting the Pacific Collector and Pacific Tracker vessels. Mission durations are dependent on customer test schedules which can change with short notice, normally lasting between 2 and 4 weeks. Total trips to both CONUS and OCONUS locations average between 4 and 8 per year. The candidate must be comfortable with travel via land, air, and sea; and be able to work significant overtime hours when deployed.

Responsibilities
Manage mission and maintenance planning, logistics, network and systems engineering, cybersecurity, and upgrade strategies for MDA assets
Coordinate efforts between diverse cross functional teams; specifically, DOD, MDA, ship crew/officers and multiple Defense contractor Industries
Coordinate pre-mission requirements, test and readiness reviews, meetings, and TELECONs
Coordinate post-mission data storage and transfer to the appropriate locations and agencies in accordance with the Data Management Plan
Ensures MDA assets remain mission capable
Responsible for system documentation to include creating, reviewing, and authorizing standard operating procedures, network drawings and electrical schematics
Manage engineers in implementing design changes and testing new solutions
Ensure projects are executed to the Statement of Work performance requirements, on time and within budget constraints
Education/Qualifications
Required experience:
Bachelor's degree in an engineering related technical field and 5+ years of directly related experience. Without a BS degree, 11+ years directly related experience with a High School diploma is required
3-5 years of experience in supporting military range programs to include schedules, ops tempo, budgets, and managing customer expectations
Possess in-depth knowledge of the Pacific Tracker and Pacific Collector vessel systems and operations
Experience in Range SafetySystems and Radar tracking systems with understanding of test and evaluation operations as it pertains to Telemetry, Radar, range operations and launch count downs.
Basic understanding of naval/ship operations and work conducted in/at shipyards
Lead and coordinate activities using radio communications
5+ years' experience managing a team
Experience with public speaking, able to create and conduct both high-level and detailed briefings to operators and/or highly technical personnel
Desired experience
Current Security+ or similar certificate qualifying you for DoD Directive 8570.01 IAT Level II
Experience with MATLAB, SIMDIS, and/or STK
Current Computing Environment certificate for Window, Linux, or networking
Experience with MS Office and MS Visio
Effectively work in a team environment, make recommendations, and garner consensus to implement ideas
