Team up with HII Marine Services Operations (MSO) in Chesapeake, VA as we keep the most powerful Navy the world has known afloat and ready to serve. MSO trades teams provide expert solutions on shipboard alterations and installations for fleet modernization. The selected Subcontracts Analyst (PMA1) candidate will support MSO, working closely with our skilled trades teams, managing several projects and providing expert solutions for shipboard alterations and installations in the accomplishment of fleet modernization.

Essential Job Responsibilities

  • Display high levels of quality, integrity, safety, respect, engagement, and performance consistent with company values.

  • Under direct supervision, serve as subcontract liaison between project management and planning, project team, and line management.

  • Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.

  • Maintain complex Excel spreadsheets and manipulate large quantities of data for reporting

  • Provide project management to support the customer in establishing and maintaining an optimal environment for subcontract support services. This includes:

  • Sending out Request for Quotes (RFQs) | Request for Information (RFIs) | Request for Proposals (RFPs) solicitations

  • Generating RFI-BE letters for solicitation email requests to vendors for pricing and support.

  • Sending submittal reminder follow-up emails.

  • Filing correspondence and documents (SOWs, RFI-BE Letters, Solicitation emails and responses, Quotes, Proposals, Purchase Orders Requests, Purchase Orders, PO Change Orders, and Invoices real time).

  • Corresponding with vendors through entire process, answering questions, making additional or revision requests.

  • Generating Purchase Requests for Purchase Order approval.

  • Maintaining internal Excel files for reporting requirements.

  • Review, track, and analyze incoming invoices for accuracy and processing.

  • Plan and organize in a complex, fast-paced environments

  • Contacts are primarily with immediate supervisor and other personnel in the section or group as well as vendors .

Minimum Qualifications

  • Must be a U.S. Citizen

  • Must have Bachelors in field related to HM&E or High School Diploma or equivalent and 4 years relevant progressive HM&E installation experience.

  • Must be familiar with government subcontracts to include all contract types.

  • Must be able to review, track, and analyze invoices for processing and payments.

  • Must be able to develop solicitations to include requests for quotes.

  • Must be proficient in the use of PCs and fluent in all MS Office applications

  • Must have extensive Windows Platform and MS Office Suite experience with a focus on MS Excel and MS Word and PDF creation and signatures

  • Must be able to interface and communicate (written and oral) effectively with employees, customers, and management.

  • Must be proactive, results-oriented, self-motivated, team player, positive attitude and enthusiastic.

  • Must be able to follow/enforce safety procedures to ensure a safe and secure work environment.

Preferred Requirements

  • Project/Task p lanning experience preferred

  • Hyland OnBase experience preferred, but not required

  • Costpoint knowledge preferred.

Physical Requirements

Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
