Job Description:
This position leads a team that provides Contract Administration for non-sales sales related Government Contracts. In this capacity the role will act on behalf of the Chief Technology Officer (CTO) and Director of the Office of the CTO. Responsibilities include supporting the design, implementation, and management of Caterpillar's Enterprise Government Contracts Compliance program as well as processes and tools for operational success. This position functions as a clearinghouse for non-product-sales-related government contracts activity and assists business units in understanding government contracting requirements. Responsibilities also include providing trusted advice on government contracts issues, reinforcing Caterpillar's values, ethical principles, and associated behaviors, and leading efforts to strengthen government contracts processes across the enterprise.
What you will do:
Clearinghouse / Risk Advisor for non-product sales government contracts activity (understanding Caterpillar global scope, areas of activity, etc. and disseminating information appropriately)
Regularly connects with Funding Managers and others in BUs with GovCon activity
Provides guidance and counsel and points to resources for BUs desiring GovCon activity
Maintains enterprise view of GovCon activity, metrics
Leadership and oversight for Integrated Components & Solutions (ICS) GCA team
Review of proposals, contract documents
Signatory for Administrative Documents (Reps & Certs, no-cost contract extensions, etc.)
Advise and collaborate - day-to-day guidance
Peak-shaving, process participation
Coordinate development and maintenance of core policy, procedure and training for a global audience and supporting local procedure and policy development
Participate in maintenance of Corp GovCon manual and supporting docs
Support BUs in preparing local SOPs, policies, etc.
Liaison / collaborator between other Caterpillar Service Orgs (e.g. GGCA, Legal Services, Corp HR) and GovCon-participating Business Units
Maintain strong connectivity with key attorneys, corp SMEs
Ensure close coordination / connectivity with Caterpillar Defense Contracts Manager
Coordinate with other functions to execute key corporate processes :
GovCon Risk Assessment
SVP / BU Annual Certifications
Maintenance of SOPs / local policy & procedure
Key Skills
Strong Communications in a team environment (tactful, concise, timely, internal and external)
Excellent interpersonal skills (in order to deal with sensitive issues, develop others, or persuade others inside and outside the department to take specific actions.)
Excellent Organizational Skills and Attention to detail (when consulting on GovCon topics)
Problem solving skills (able to identify solutions in complex situations)
Broad knowledge of GovCon principles, practices, regs (also Caterpillar policies and procedures -- will need to utilize other SMEs for more in-depth knowledge)
Networking / collaboratio n (liaise with other SMEs, engender cooperation from BUs)
Enterprise point of view (help balance BU ambitions with corp compliance and enterprise
What you will have:
Bachelor's degree in a business or technical field
10+ years of progressively responsible job-related experience
Experience with contracts development, execution, and management
Experience in government contracts or related compliance work
Demonstration of good human relations skills to develop a cooperative work relationship with others inside and outside the department.
Possess excellent organizational skills and attention to detail
Top Candidates will also have:
Master's degree (MBA or other professional field)
Experience with government contracting, particularly DOE financial assistance awards
Experience in government contract solicitations and proposals is particularly useful.
Strong working understanding of government contracting, especially 2 CFR 200 and 2 CFR 910 regulated programs
A strong background in overall Caterpillar business and organization
Experience working with a team in a team leadership role.

The primary location for this position is Peoria, IL
