Huntington Ingalls Industries (Mission Technologies) is seeking an experienced Procurement Specialist to join a mission in Dayton, Ohio. The Procurement Specialist will support the customer at Wright-Patterson AFB in executing government customer requirements. This position will support day-to-day management of equipment purchasing for the Prime contractor and will work with vendors, engineers, and customer leads to ensure proper priority of equipment purchases in order to meet delivery requirements. Purchase will include short turnaround requirements as well as long term large scale purchases.

  • Tracking status of pending procurement activities

  • Experience utilizing Enterprise Resource Planning (ERP) / automated purchasing system (preferably CostPoint)

  • Coordination of procurement of material per customer needs and requests

  • Requests and evaluates supplier proposals for satisfying selection criteria, awarding contracts, leverage opportunities, and pricing data.

  • Conducts negotiations on price, technical requirements, terms, and conditions of the contract; obtains audits and pricing reports where needed to develop negotiation strategy.

  • Ability to work in a DoD senior level environment and communicate with DoD leadership, diverse end users, and multiple acquisition and operation authorities.

  • Ability to work as a proxy for e-time & e-expense compliance outflows

  • Ability to multi-task, prioritize and work well under pressure.

  • Work closely with Customers to maintain a clear understanding of customer technical requirements

  • Track multiple active procurements via ongoing communication with vendors and suppliers, confirming lead times, and delivery dates

  • Associate's Degree (required) with 6+yeasrs experience, Bachelor's Degree (preferred) with 2+ years, or 8+ experience in lieu of experience

  • 4+ years' experience in purchasing

  • Proficient in Microsoft application with an emphasis on Excel

  • Strong oral and written communication skills

  • Resourcefulness and ability to take the initiative in development and completion of assigned tasks

  • Active SECRET clearance highly preferred

  • Eligible to obtain and maintain a TOP SECRET government security clearance with enhanced security checks

Essential Job Responsibilities

Procures, sources and negotiates the buying of machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Monitors performance of suppliers. Evaluates areas of opportunity to leverage material acquisitions. Tracks data to keep informed on price trends and market dynamics. Negotiates with suppliers and analyzes suppliers' operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages.

Minimum Qualifications

3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.

Physical Requirements

Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
