Summary You will serve as a Supervisory General Supply Specialist in the Supply Services Branch of NAVSUP FLT LOGISTICS CNTR SAN DIEGO. Responsibilities You will oversee the site Transportation and Shipping services and serves as the technical transportation advisor while supervising the site Transportation Assistants. You will prepare internal instructions and regulations, mid and long range plans concerning utilization of manpower, equipment, facilities, space and other factors. You will assist the Regional Inventory Accuracy Officer (RIAO) in administering the Navy physical inventory program. You will review physical inventory processes and make recommendations for improvements, and develop processes, procedures and policies for the region. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector having extensive knowledge and experience of a specialized supply operations or management programs that includes inventory, packaging and crating, supporting requirements, storing/distributing, or cataloging. Independently analyze and resolve difficult issues and problems involving supply processes, work methods, supply data management, and day-to-day supply operations procedures is required. Examples of specialized experience include: 1) Ensure shipments comply with Federal, State and local directives regarding packing, marking, labeling and certification prior to shipment; 2) Screen and initiate specialized shipments of classified and/or hazardous materials taking into consideration the proper transportation on protective services and/or hazardous material identification information on shipping papers; 3) Perform quality control checks of physical inventory counts, adjustments and reversals, and identify discrepancies in the inventory; 4) Review physical inventory processes and makes recommendations for improvements, and develop processes, procedures and policies; and 5) Utilize word processing, spreadsheet and presentation software to prepare reports, inventory schedule, charts and other briefing documents. Education GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
