Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. We are responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Our focus is on smart growth, high efficiency, and delivering a trusted experience to customers and partners worldwide. We are looking for a passionate individual to help build the network that powers the world's largest online services.

Within CO+I, the Global Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and lease projects. Furthermore, we support the Operations team that manages and runs the cloud assets. We are looking to fill the critical role of Senior Procurement Manager for large projects in our Supply Chain team.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.

Relocation support will be provided, and successful candidates will need to relocate or reside within 50 miles of the hub office location.

This role is eligible for hybrid or remote work, up to (50)%.

Responsibilities

Are you an experienced and driven procurement manager with a passion for artificial intelligence (AI), and Engineering, procurement, and construction (EPC) Projects? Do you want to join a global team that is responsible for managing and optimizing the AI processes, operational excellence across the Global Supply Chain (GSC), and leading EPC data center construction project? Procurement Management

  • Defines, maintains, and executes on procurement contracting strategies for a very large, complex data center construction project and/or purchasing opportunities to ensure optimal cost and sufficient continuity of supply and services.

  • Manages Owner Furnished Contractor Installed (OFCI) categories for the project and ensures needs are met while also reflecting Microsoft's cross-functional engagements with contractors. Identifies cost reduction opportunities and works closely with suppliers and internal stakeholders to drive cost competitiveness.

  • Assume responsibility for the development and execution of the commodities purchasing strategy throughout the project lifecycle. Integrates business specifications for complex contracting areas into request for information (RFI) and/or request for proposal (RFP) processes.

  • Processes and supports stakeholder requests based on defined category strategies via engagement and/or leveraging workflow process or technology, where applicable in support of product and service requirements.

  • Executes purchase orders in compliance with established control processes to ensure delivery and execution in alignment with business requirements.

  • Collaborates cross-functionally to define and manage suppliers against their respective agreement(s), coordinates performance/recovery reviews, supplier quality management and drives corrective actions, performs necessary purchase order management activities.

  • Actively partners with suppliers to identify and drive continuous improvement and risk management opportunities by evaluating procedural, operational, and/or environmental factors, analyzing root causes of issues, sharing insights with key stakeholders, and influencing the adoption of needed improvements.

  • Oversees supplier performance management. Ensures alignment to Microsoft business goals, through the lifecycle of the project.

Coordination & Communication Skills

  • Collaborate with internal and external stakeholders, such as project managers, legal counsel, procurement, finance, and suppliers, to ensure smooth contract execution and delivery. You will be required to build and maintain effective relationships with the stakeholders, as well as communicate and negotiate effectively with them.

  • Effective communication, negotiation, and stakeholder management skills, with the ability to influence and persuade at all levels. You should be able to communicate clearly and concisely, both verbally and in writing, as well as negotiate effectively and constructively.

  • Analytical, problem-solving, and decision-making skills, with the ability to handle complex and ambiguous situations. You should be able to analyze data and information, identify and solve problems, and make sound and timely decisions.

  • A proactive, collaborative, and customer-oriented mindset, with the ability to work independently and as part of a team. You should be able to take initiative and ownership, work well with others, and deliver value to the customers.

Qualifications

Required Qualifications

  • Bachelor's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 6+ years experience (including internships) in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations

  • OR Master's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 5+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations

  • OR equivalent experience.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check : This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications

  • Contract management and purchasing contract negotiation experience, specifically in construction services.

  • Knowledge of construction services contract mechanisms such as firm-fixed price, guaranteed max price (GMP), etc.

  • Working knowledge of critical path method (CMP) scheduling, construction safety and sustainability.

  • Experience in leading commercial negotiations and administrating changes to construction contracts as projects go through the construction cycle.

  • Experience on large-scale mission critical construction projects - sourcing, managing, and administering purchasing contracts over USD $500M.

  • Experience in construction job sites, fabrication shops, vendor facilities, or related work environments is preferred.

Sourcing and Category Management IC5 - The typical base pay range for this role across the U.S. is USD $115,000 - $200,300 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $146,200 - $219,200 per year.
