TRANSPORTATION MANAGER - DISTRICT WIDE

The Helena Public Schools is accepting applications for a Transportation Manager. This position is responsible for the management and supervision of Student Transportation Services, including but not limited to Home to School, Special Needs and Field Trip/Activities Transportation Services. Responsibilities include, but are not limited to, the day to day management and oversight of the transportation services contract; student safety and code of conduct while being transported; budget development and management; assessment, development and implementation of transportation programs; management of the transportation services in accordance with pertinent, laws, regulations, codes, district policies and standards of the industry. Evaluates and analyzes the program using measurable goals and objectives that ensure program effectiveness. Position requires an Associate's degree in business management, public education or similar field and minimum three (3) years' direct supervisory and management experience in a student transportation or similar service related industry or equivalent combination of education and experience. Preferrence to completion of postsecondary degree in the field of Business Management, Education, Transportation Engineering, or similar transportation or management field. Successful completion of student transportation training seminars and related management topics. Familiarity with the greater Helena area and Lewis and Clark County. Salary range will be $70,553 - $94,785/yr. ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:. Responsible for the direct supervision and evaluation of clerical and transportation specialists assigned to the transportation department. Duties include, but not limited to, recommendations for recruitment, employment, assignment, transfer, promotion, demotion, or dismissal of all transportation department personnel pursuant to District policy and negotiated agreements. Responsible for oversight and day to day management of the Transportation Services contract, including but not limited to vendor performance and contract compliance. Collaborate with contractor to provide driver orientation. Maintain working relationship with contractor's corporate office. Responsible for the development, expenditure and tracking of the transportation budget including but not limited to contracted services, operational, administrative, equipment and individual transportation costs. Responsible for the preparation and submittal of all transportation forms and reports as required by the Office of Public Instruction, Lewis and Clark County, Montana Highway Patrol or other agency having jurisdiction over the transportation program. Reviews special needs transportation services as it relates to individual education plans and Title 504 compliance, including participation in IEP review team meetings as required. Review transportation needs of homeless students in collaboration with homeless liaison(s). Responsible for the development, implementation and oversight of the student transportation safety and code of conduct programs, including but not limited to annual updates to the student and parent handbooks. Responsible for development and implementation of school district training provided to bus contractor employees and drivers (10 hours per year) Responsible for assessing road conditions, weather conditions or similar hazards that may impact the safe transportation of students. Provide the superintendent and administration with recommendations that may modify or prohibit normal transportation services. Develop and maintain good working relationships with city, county and state road departments, law enforcement and similar agencies. Responsible for notifications and public service announcements for students, parents, staff and community when transportation services are delayed, modified, cancelled or similarly impacted. Assure that transportation information located on the district web site and parent portal is current, accurate and functional. MINIMUM EDUCATION and/or EXPERIENCE:

  • Associate's degree in business management, public education or similar field and minimum three (3) years' direct supervisory and management experience in a student transportation or similar service related industry or equivalent combination of education and experience.

  • Demonstrated proficiency in computer applications and use including but not limited to word processing, email communications, internet research, databases and spreadsheets.

  • Working knowledge of student transportation regulations.

  • Customer service oriented individual with the ability to adapt to changing priorities, work under pressure, attend to detail and ensure tasks are followed through to completion.

  • Ability to develop and maintain effective working relationships with peers, staff, students, parents, the school community, and existing district teams.

  • Experience with budgeting and budget maintenance. ?

    Preferred Qualifications

  • Completion of postsecondary degree in the field of Business Management, Education, Transportation Engineering, or similar transportation or management field.

  • Successful completion of student transportation training seminars and related management topics.

  • Five (5) plus years documented experience as a department manager for student or public transportation systems for a public school, university, post secondary educational facility, city or similar enterprise level entity of a comparable or larger size than Helena Public Schools. Experience developing and implementing on-the-job and staff development training program. Direct supervision of department with 50+ employees or contract management for similar sized transportation contractor.

  • Utilization of transportation routing, demographics, student management system or related transportation software packages.

  • Familiarity with the greater Helena area and Lewis and Clark County.

CERTIFICATES, LICENSES, REGISTRATIONS: Required: Valid Montana Drivers' License with a good driving record Desired Certifications: Student Transportation Specialist or Professional, or similar related transportation certification. PHYSICAL DEMANDS

  • While performing the duties of this position, the employee is regularly required to stand; walk; use hands to finger, handle or feel objects, tools, or controls; and talk or hear.

  • The employee frequently is required to reach with hands and arms and to sit.

  • The employee must occasionally lift and/or move up to 50 pounds.

  • Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

  • The employee is required to be able to hear conversations in noisy environment.

    WORK ENVIRONMENT

  • Frequent driving to school sites or service areas is required at various times that requires late and/or early hours (24/7).

  • Meet multiple demands from several people and the ability to interact with the public and other staff.

  • While performing the duties of this position, the employee may exposed to toxic or caustic chemicals such as petroleum products, degreasers, gasses, fumes, and sprays. The employee occasionally works in outside weather conditions and is frequently exposed to fumes or airborne particles.

  • The noise level in the work environment is usually moderate to loud, but is occasionally very loud depending upon the work area.
