Summary You will serve as a Supervisory Contract Specialist of NAVSUP FLC PUGET SOUND. Responsibilities You will conduct pre-negotiation conferences with management, and negotiates prices, terms and conditions, contract modifications, and settlements in the pre-award and post-award without the benefit of prior, higher level review. You will prepare a Contract Administration Plan for issuance to the requiring activity, defining applicable roles and responsibilities in the administration of the anticipated contract. You will negotiate changes in price, specifications, statements of work, terms and conditions, and overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, etc. You will serve as the supervisor for the MSC Branch, direct the work of subordinates, and perform contracting services in support of the department. Examples of specialized experience must include: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as an authority on the acceptability and applicability of contractual matters and actions; 4) Providing advice, training, guidance, and interpretation for a team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and close.
