Job Description

Summary You will serve as a Supervisory Fuel Specialist in the Fuel Department, Control Division of NAVSUP FLC PEARL HARBOR. A Cost-of-Living-Allowance (COLA) of 9.75% will be added to the stated salary. Responsibilities You will assist the Fuel Superintendent in obtaining, maintaining, analyzing, summarizing, and reporting budgetary data calls related to the Fuel Department?s labor and non-labor expenditures. You will assist the Deputy Director in numerous administrative functions such as personnel management, record keeping, suspense control, files management, centralized payroll, support rendered to the engineering and environmental functions. You will analyze and negotiate operating budgets to ensure maximum quality and benefit to the Fuel Department for its Products and Services. You will prepare a range of inventory surveys, financial analyses, certifications, and reports using a variety of technical reports and regional office data. You will supervise the performance of inventory accounting for transfers, sales, receipts, and issues of DLA petroleum products. You will assist in the budgetary planning and expenditure of funding, oversee the purchasing of supplies, materials, and equipment, and to the fuels accounting functions of the fuels division. You will have knowledge in planning, developing, conducting, and leading comprehensive studies and projects utilized to evaluate accounting surveys and certifications. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized Supervisory Fuel Specialist experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector; applying a thorough knowledge of Federal and NAVSUP agency regulations; pertinent laws, regulations, and policies related to the Fuels program and operations area in order to plan, develop, coordinate and lead studies and projects relative to budget planning, expenditure accounting, transportation and financial management. I have experience applying extensive qualitative and quantitative analysis methods and techniques used to measure effectiveness, efficiency, and productivity of assigned fuel programs. I oversee the inventory control and purchasing of hazardous supplies, materials, and equipment for geographically disbursed fuel terminals (e.g. Fuel terminals at at Red Hill, Pearl Harbor, and Hickam).Examples of specialized experience may include the following: 1) Apply knowledge of budget, accounting, and transportation management procedures and regulations to monitor and audit the Daily Fuel Report for accuracy accounts, log and track fuel accounting transactions (fuel receipts, issues, sales, transfers, and related documentation), and expedite processing of related forms; 2) Analyze program, budgeting, and accounting details to identify and apply significant data in preparing budget reports; 3) Plan, develop, and conduct comprehensive studies and projects to evaluate accounting surveys and certifications; 4) Perform technical and administrative work involving the evaluation of numerous methods and procedures related the a Fuel Departments product and services processes in order to find ways to increase production or increase quality of work; 5) Insure purchases are properly researched and vetted by appropriate personnel and made at the lowest possible price while meeting the customer's needs.
