Position Description
Serco is seeking a Product Line Manager to join our talented and dynamic team providing support to millions of consumers seeking healthcare coverage via the Health Insurance Marketplace. This position supports the Service Delivery team, which is responsible developing processes, operationalize policy changes and provide solutions to facilitate the review and adjudication of consumer applications on the CMS-ES Eligibility Support Contract. The candidate in this role will manage a team of business consultants and engage with cross product line managers, projects managers, IT, operations, and quality teams.
The ideal candidate should have a good understanding of ACA, Marketplace Eligibility and Enrollment, analytical minded, problem solver, comfortable with speaking to a diverse audience, and able to think through a wide range of issues with confidence. The candidate should be able to work in a very fast-paced environment, handle multiple concurrent competing priorities with short turn-around times. The candidatewill help troubleshoot business problems within the program, providing analysis and solution recommendationsand collaborate with cross-functional teams to design, build, and deploy projects that improve consumer experience.

This role will primarily be in Serco's Herndon, VA office.
Duties and Responsibilities
Provide day to day managerial oversight and lead engagement activities as it relates to the Health Insurance Marketplace enrollment verification issues.
Provides direction on projects from inception through completion and provides managerial assistance on all aspects of project management to comply with the requirements of the contract for the customer.
Define business processes requirements, operationalize policy changes and translate it into business requirements.
Perform document peer review of Project Charters, Business Requirement documents (BRDs), White Papers and SOPs.
Lead Client/SME meetings and provide regular status updates to the client and leadership.
Utilize data and metrics to drive the improved business and consumer outcomes.
Work with development teams to effectively design, develop, and launch scalable solutions that address customer needs while meeting high standards for delivery and customer experience.
Reviews work for quality assurance and ensures the timeline are met.
Regularly review daily weekly and monthly reports to ensure SLAs are met.
Manage team and individual performance to sustain high-performing team.
Ensure the program and organizational goals are met.
Develop and maintain effective and efficient working relationships with the Client, interfacing daily with Government Subject Matter Experts.
Manage competing priorities with a positive resolution and teamwork.
Participate in product line strategy sessions and in the planning of new projects with Service Delivery leadership, managers, cross functional teams and/or client as directed.
Continue to drive innovation and improve consumer outcomes as it relates to the product line.
Qualifications
To be successful in the role, you will have:
Bachelor's degree in computer science or related field from an accredited institution with 5 to 7 years of relevant work experience. 4 additional years of experience in lieu of degree.
Demonstrated experience leading complex, dynamic projects in a fast-paced environment.
Demonstrated experience gathering and writing business requirements, business uses cases, user acceptance testing for IT projects.
Demonstrated experience with process management and business process re-engineering.
Experience writing test cases and conduct user acceptance testing.
Experience with software development life cycle (SDLC) methodology and best practices.
Strong problem-solving skills and ability to learn quickly, distill complex scenarios into easily understandable synopses
Works with minimal supervision with wide latitude for independent judgment.
Strong organizational, interpersonal, and Client management skills.
Strong verbal and written communications skills.
Enjoy working in a collaborative and team environment.
Additional desired experience and skills:
CMS eligibility support experience a plus.
Project Management Professional (PMP) certification a plus.
Yellow Belt certification
Agile/SCRUM experience.
Knowledge of Relational Databases, SQL.
Familiarity with JIRA, Microsoft Suite, and SharePoint.
