Summary You will serve as a Human Resource Specialist (Employee and Labor Relations) in the NAVSUP Human Resources Office of CNSSC FLD DET MECH PA. Responsibilities You will advise management on gathering background information, interpreting facts and evidence, and/or identifying aggravating and mitigating factors relevant to a disciplinary action. You will develop defensible solutions to problems that are less well defined and where precedent cases and guidelines are not always directly applicable You will develop case strategies, taking into account relevant precedents. You will advise on establishing performance plans, developing critical elements, evaluating employees during the appraisal process, and addressing employee performance issues. You will represent the agency before third party hearings such as arbitration, the Merit Systems Protection Board (MSPB), state unemployment commissions, the Office of Special Counsel, and the Department of Labor, as required. You will serve as a technical advisor to a Navy Attorney and/or Assistant U.S. Attorney on cases presented or tried in Federal Court, as required. You will Independently prepare and litigate cases, some of which are particularly complex and/or sensitive in nature, involving conflicting laws or regulations, and/or involving unsettled or vague areas of case law. You will develop and prepare written responses and pleadings, including statements of facts and issues, witness and exhibit lists, stipulations, motions, closing briefs and post-decision administrative appeals. You will work closely with management officials at all levels to provide advice and guidance on labor-relations (LR) matters. You will review union proposals, conducts appropriate research, identifies negotiable items, and coordinates with management to obtain management interests. You will provide labor relations consultative services on reorganizations, realignments, relocations, reductions in force, transfers of function and outsourcing to educate on potential impact of these decisions on bargaining unit employees. You will apply comprehensive understanding of alternative dispute resolution means and modalities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Human Resources Specialist (Employee and Labor Relations) specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing work that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution; as well as work that involves establishing and maintaining effective relationships, including the use of non-traditional collaborative approaches with labor organizations that represent Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of labor relations matters. Examples of specialized experience must demonstrate performing duties such as the following: 1) Applying Human Resources (HR) principles, concepts and practices to provide advice and guidance to management on employee and labor relations issues; 2) Providing guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures, consultations and negotiations; 3) Interpreting and using statutes, rules, regulations and case law to devise case strategy in situations that lack precedence; and 4) Analyzing employee relations problems/situations and recommending courses of action that meet organizational needs and are in compliance with controlling status, regulations, policies and labor relation contract requirements.
