The Senior Engineer for Joint Demand and Controlwill be part of a dynamic team supporting major systems acquisition, research and engineering on behalf of the Office of the Secretary of Defense (OSD) at the Pentagon and Mark Center offices in nearby Arlington (Crystal City), Virginia (Hybrid Schedule) . This position is contingent upon your ability to maintain/transfer your DoD Top-Secret/SCI clearance.
Serco supports the OSD and their mission of the MDJO organization which identifies and transitions technologies that close time-critical gaps in high-priority, multi-component war-fighting missions.You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States.
You will support the senior-executive Director for Multi-Domain Joint Operations (MDJO) in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). You will work closely with customers and other Serco teams to deliver quality solutions, recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise. In this role, you will:
Advise the Military Services, Joint Staff, and OSD stakeholders on strategies for successfully transitioning technologies from prototypes and joint experimentation activities to Service programs of record
Provide subject-matter expertise related to Service-specific acquisition and innovation pathways
Collaborate with stakeholders through decision-making forums (e.g., DMAG, Issue Team, JROC, etc.) to facilitate technology transition activities
Proactively engage and provide support to stakeholders in developing, maintaining, and executing technology transition plans
Maintain liaison with OSD CAPE and OUSD(A&S) for Issue Team coordination and other transition-related issues (Competitive Acquisition Pathway, Strategic Portfolio Reviews)
Prepare and deliver status reports to Congress and senior DoD leadership
Qualifications
To be successful in the role, you will have:
A U.S. citizenship
An active DoD Top Secret (TS) clearance with eligibility for Sensitive Compartmentalized Information (SCI) and Special Access Programs (SAP)
A Bachelor's degree
20 years or more of relevant work experience supporting the DoD and/or IC
To be a subject-matter expertise in overcoming systemic technology transition challenges associated with the DoD acquisition -Valley of Death-
To demonstrate a record of successfully transitioning technologies from prototypes and joint experimentation activities to Service programs of record
Program management experience leading a $50M+ technology development, design, manufacturing, integration, or test program; or leader of a portfolio of technology development programs
To be an expert & knowledgeable of DoD and Service-specific acquisition and innovation pathways
The be ability to develop high-quality, professional briefings and written reports to succinctly capture key issues for DoD decision-makers and Congress
To be a self-starter, able to take initiative, and accomplish work independently with minimal guidance
The ability to travel 10%
Additional desired experience and skills:
OSD, Joint Staff, and/or Service Staff experience
JCIDS experience working with the Joint Staff in the military requirements process
