Position Description
Serco is seeking a Senior Analyst - International Logistics Support to join the team at the Arlington, VA location!
The Assistant Secretary of Defense -Sustainment plays a key collaborative role with the Services and Program Managers in assisting with successfully fielding available, reliable and combat ready, weapons systems to U.S. Services and International Partners. The Deputy Assistant Secretary of Defense (DASD(PS)) is responsible for Life Cycle Support that optimizes affordability, materiel readiness that supports Joint war fighter requirements.
In this role you will be responsible for the following areas of expertise:
Sustainment Support and Analysis
Analyze and assess sustainment risks for ACAT I programs under USD(A&S) purview and provide senior leaders, Service, and Joint governance decision makers with relevant information through formal decision support forums (e.g. DAES, OIPT, DAB)
Assist and advise acquisition programs by engaging with Program Managers, Product Support Managers, OSD, the Joint Staff, and Service stakeholders to improve Life Cycle Sustainment Plans (LCSPs)
Assess LCSPs including identification and evaluation of relevant sustainment cost drivers throughout requirements generation, development, production, operations, sustainment and disposal. Facilitate efficiencies and cost reduction for programs through improved management of common components and performance- based management
Provide sustainment technical expertise to support Systems Engineering Independent Technical Risk Assessments (ITRAs); assess adequacy of design in development efforts risks to long-term readiness and sustainment outcomes
Evaluate weapon system cost and performance during the development and production phases. ProvideOperating and Support (O&S) cost oversight and analysis in support of Service cost goals and to keep DoD leadership apprised of program cost trends
Support rapid acquisition initiatives while ensuring they are both sustainable and affordable
Operating and Support Analytics
Develop relevant content and provide subject matter expertise and program lessons-learned to support OSD level policy and guidance to improve effective and affordable product support
Assess program cost estimates and provide analytics that support programmatic risk assessment and senior leader decision making
Provide leadership and subject matter expertise in DoD efforts to improve data access, expand and enhance cost driver analysis, and improve cost initiative identification and execution
Guidance, Policy, and Direction
Monitor and assess the impact of U.S. Code revisions, National Defense Authorization Act, and proposed public law language as it relates to life cycle support and weapon system sustainment
Advise senior DoD leaders and Congressional professional staff on DoD Product Support requirements, product support imperatives, and challenges and impediments faced by the Life Cycle Logistics community
Participate in and provide professional leadership and subject matter expertise in support of Congressional inquiries, GAO reviews and reports, and department studies and reviews
Review, updates and maintain DoD Directives (DoDDs) and DoD Instructions (DoDIs). Provide subject matter expertise and guide policy development to improve product support. Specific subject areas include, planning, contracting, intellectual property rights, software, cyber security, and key interfaces and dependencies between acquisition and sustainment
Qualifications
To qualify for this position, you must have the following:
An active DoD Top Secret Clearance
A Bachelor's degree
10+ years of logistics and DoD experience
DAWIA Level II certification in Life Cycle Logistics
Understanding of operations and maintenance (O&M) and operations and support (O&S)
Experience in senior level policy and guidance development and implementation especially with the DoD 5000 series and the Defense Acquisition Guide
Experience with BCA (Business Case Analysis)
Experience with sustainment metrics development
Even better if you have:
A MastersDegree
Experience with rapid acquisition of major defense weapon systems and the necessity of logistics planning to ensure supportable fielded systems
DAWIA Level III certification in Life Cycle Logistics
