L3Harris Technologies, Inc. is seeking a Manager, Supply Chain Program Management (SCPM), who will lead a team of SCPMs, and strategic sourcing initiatives in a matrixed organizational environment, in support of Military Displays Programs. The SCPM Manager leads their team to provide both strategic and tactical guidance to effectively execute to business goals and objectives to coworkers during all stages of the product life cycle. A key Supply Chain leader in a fast-paced environment responsible for delivering significant organizational value by driving commonality, efficiency and affordability.
The SCPM Manager will work closely with divisional leadership and across functions such as: Program Management, Engineering, Finance, Quality, and in conjunction with Subcontracts and Material Management functions. In this role, the SCPM Manager will be responsible for leading the team in developing and implementing Supply Chain process improvement efforts related to Procurement and Material Management in accordance with L3Harris supplier management processes. This opportunity is in support of a dynamic and growing business and includes significant understanding of products and major suppliers who are integral to the success of programs across the division. The ideal candidate will have experience managing a team and supporting complex development programs throughout the product life cycle; from establishing procurement and material strategies to employing best supplier management practices from development thought successful transition into production.
This is a critical role in the decision-making discussions and will act as the Supply Chain champion and influencer to drive and improve results. Responsible for leading and enabling the Supply Chain organization to actively participate in reviews such as supplier risk assessments, technical reviews, and supplier selection assessments, all significant factors for successful supplier management and flawless execution. Ensures quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization.
This position is remote, however the individual selected may travel to other sites as required.
Essential Functions:
Lead, coach, guide and mentor a team of SCPM professionals in supporting the mitigation of Supply Chain risks for all Military Displays programs and completing the following:
Supports proposals and new business pursuits as required, providing both strategic and tactical guidance to effectively execute to business/department goals and objectives. Provides advanced expertise to both production and development efforts and supports all aspects of supply chain strategies to prevent/mitigate risks and increase the probability of win of follow-on and new business pursuits.
Upon award, support the organization to ensure proposed labor funding is accurate and remains aligned with the proposed budget. Work with PMs and Finance on labor fund's allocation to support a smooth transition to assigned Supply Chain Managers upon award.
Grow and develop Cost Account Managers (CAMs) within direct chain of command
Identify, develop, and implement initiatives and strategies that drive optimization of Supply Chain effectiveness and efficiencies. Identify and coordinate alternate sources and technology insertion to significantly improve competition and leverage preferred suppliers. Responsible for supporting technical teams in identifying and recommending Supply Chain partnerships, teaming agreements, long term agreements (LTAs), Corporate Agreements, etc.
Support review of Supply Chain business requirements, technical evaluations, risk assessment, compliance matrixes, and make/buy decisions.
Develop supplier selection and evaluation criteria, in coordination with the Program Team, to improve program and supply base quality and delivery ratings and the streamline evaluation of supplier responses to solicitations and develop source selection plans, in accordance with company policies and procedures.
Support the creation and execution of acquisition strategies aimed at reducing the associated costs with critical suppliers, as well as Supply Chain costs associated with critical path parts and single/sole sources. Contributes to make vs buy decisions and identifies opportunities for critical parts' should cost analyses to be performed.
Contribute to strategically positioning programs from capture to execution, to include the successful transition of Programs from development into production phase. Supports programs from proposal phase to plan/manage execution risk reduction/avoidance approaches, aimed at minimizing the transition concerns from development into production and instills confidence with end customers.
Supports tasks such as creation of new processes, instructions/training programs, implementation plans, data analysis, and utilization of Lean-Six Sigma tools and methods to drive operational excellence.
Assist Programs in the identification and management of critical path parts, evaluates feasibility and contributes in the qualification of sources in all stages of the Program. Handles any required Supply Chain programmatic issue escalations that require executive-level engagement and assistance with resolution.
Supports that determination and recommendations of the selection of suppliers, dual source development, early evaluation of capacity and technical capabilities, split orders, and more.
Supports Supply Chain risk mitigation strategies at all stages of program life cycle, to include supplier evaluation/development.
Engage with Procurement on PR's to ensure that overall Supply Chain objectives are met and incorporated into the purchasing strategy. Monitor and address issues with PR processing.
Support leadership in the development of a scalable business, recommends and implements enhancements to improve current processes, systems, tools and development of new processes. Interfaces and communicates effectively within Supply Chain leadership and with cross-functional stakeholders (Material Management, Subcontract Management, Procurement, Program Management, Engineering, Quality, Operations, Manufacturing, Configuration Mgmt.).
Responsible for identifying process gaps and drive/implement solutions. Must be able to influence leadership to accept new practices, approaches, concepts present business cases and may be called upon to develop and/or champion new concepts, processes or strategies.
Articulate, collaborate, and communicate supply chain strategies, risk and opportunities, cost management, performance metrics, labor utilization, source selection, competition, red supplier avoidance and critical path parts identification/sourcing. Presents long-term investment tactics to develop and deliver next-generation hardware/software solutions and strategic supplier agreements to significantly reduce lead time and cost.
Act as the pivot point, influencer, and facilitator of critical decision-making discussions, enabling transparent communication between the functions, programs, leadership, as well as the execution of strategic negotiations and Executive-level presentation of business cases.
Other responsibilities to mitigate program material risks as required
Monitor and distribute work responsibilities within the group to effectively manage workload as business needs change
The person selected for this role will be a working manager and maintain their own portfolio of Supply Chain programs to support the Military Displays site
Qualifications:
Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience in managing complex programs and/or supply chain efforts. In lieu of a degree, minimum of 13 years of prior Supply Chain Program Management experience.
Experience in the Aerospace and Defense Industry with FAR/DFARS.
Procurement, SCPM, Program Management and/or engineering experience.
Ability to travel both domestic and internationally.
Knowledge of Supply Chain processes and systems, MRP concepts.
Preferred Additional Skills:
Prior experience managing a team of Supply Chain professionals
Active US Government Secret Security clearance.
Record of successful performance with focus on mission success, with demonstrated strong interpersonal skills.
Proven ability to drive and inspire results/resolution of technical issues and successful outcomes through teamwork.
Finance experience, knowledge of Earned Value Management Systems (EVMS) and Cost Account Management (CAM) certification.
Lean Six Sigma experience, Green/Black belt certification.
Experience with CINCOM Control (MRP), Agile PLM/PDM, Expo, CRM, Staffit, PeopleSoft financial system, and Kinaxis Rapid Response is a plus.
Proficient in Government requirements, Federal Acquisition Regulations (i.e. FAR, DFARS)

In compliance with pay transparency requirements, the salary range for this role is $104,000 - $138,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
