Summary You will serve as a MANAGEMENT & PROGRAM ANALYST in the RESOURCE MANAGEMENT DIVISION, BUSINESS DEPARTMENT of NAVSUP FLT LOGISTICS CNTR PUGET SOUND. Responsibilities You will serve as a business operations program analyst within the FLCPS Resource Management Division. You will coordinate resources, requirements and assessments to fully advise decision makers as to the appropriate nature and scope of FLCPS Products and Services programs, policies, missions and processes. You will research programs and issues to provide comprehensive analytic and evaluative assessments and facilitate activity level planning and execution of existing and emergent programs and strategic initiatives. You will exhibit understanding of basic budgetary and manpower management programs and policies, and coordinate the preparation of the annual P/S Plan, Mid-Year requirement reviews and end of year financial closeout processes. You will advise leadership on recommended program, policy and process options to efficiently position FLCPS for overall fiscal solvency and mission accomplishment. You will gather, compile and publish various communications, presentations and reports concerning the organizational efficiency and productivity of programs and efforts under the oversight of the Business Department. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Specialized Experience: 1) Utilizing mastery knowledge of advanced management and organizational principles along with a comprehensive knowledge of process mapping techniques continuous process improvement practices; 2) Demonstrating broad knowledge of specialized methods and techniques use to analyze and evaluate the effectiveness and efficiency of logistics and supply programs and/or operations; 3) Applying knowledge of financial and human resources policies and procedures and implementing strategic initiatives directed to the organization's goals and objectives; 4) Conducting research and analysis of complex process and program issues, preparing precise program related financial data and making fiscally sound recommendations; 5) Providing expertise of analytical techniques and evaluation criteria used to measure and improve the command's program effectiveness and/or organizational productivity.
