Summary Directs the NEXCOM Telecommunication Program Office. Formulates policy and procedures for the personal telecommunications service requirements to meet NEXCOM obligations as the CNO's program manager for personal telecommunications both ashore and afloat. Reports to the Deputy Commander, Military Services. Responsibilities Key Requirements Candidate must meet all qualification requirements by the closing date of this announcement. A one-year probationary period will be required upon selection. Social Security Card must be presented at time of appointment. Candidates/Incumbent must be eligible for and obtain a Secret Clearance. Major Duties Develops strategic global business plans for the NEXCOM Telecommunications Program Office. Develops strategic contract blueprint to establish multiple telecommunications contracts valued over $200M to meet NEXCOM and CNO requirements in compliance with DoD/ASN policy. Keeps NEXCOM abreast of AAFES, MCCS and Coast Guard telecommunication operations, opportunities, challenges and compliance with Headquarters programs. Directs subordinate programs managers in the design and formulation of telecommunication programs for the provisioning of necessary services to provide personal telecommunications services and products to Navy personnel ashore and aboard ships. Directs the review, analysis and approval of architectural plans and drawings for the alteration and modernization of shipboard personal telecommunications systems to include shore facilities support sites. This includes development of policy and procedural changes to existing system operational guidelines. In coordination with NEXCOM District VP's and Senior Vice Presidents, directs the development, delivery and management of the NEXCOM Mobile Phone Centers. Directs the review, analysis, and modernization of all Mobile Phone Centers world wide to ensure affordable and reliable services and products are offered. Develops, revises and reviews for publication, administrative and technical directives relating to Navy Personal Telecommunications in coordination with Assistant Secretary of the Navy Military Policy and Manpower Reserve Affairs and Department of the Defense Director of Resale Activities and NAF Policy. Develops and manages worldwide Unofficial/Personal Use Telecommunications services for Navy Exchange Stores, Navy Lodging Lodging Facilities, Unaccompanied and Family Housing, and Hospitals, Training Facilities, etc. MWR activities Coordinates the delivery of services with OCONUS base Commanding Officers and host nation staff to ensure appropriate certifications and approvals are obtained. Interfaces with various Chief Information Officers; (NEXCOM, NAVSUP, CNIC; e.g.) (CIO),Fleet Cyber Command (FCC) Director of Base Communications Officers (BCO), Defense Information Systems Agency; etc. to work jointly in delivering personal telecommunications services that require utilization of official telecommunications connectivity and infrastructure. Requirements Conditions of Employment The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. Must be eligible for and obtain a Secret Security Clearance to allow access to the Navy's Secret Internet Protocol Router Network (SIPRNET). Qualifications A total of 9 years of combined experience is required. General Experience: Three years of experience in administrative, operational, technical or other responsible work that enabled the applicant to gain general knowledge of contracting and procurement practices and procedures as required to assist in administering technical and operational compliance in the wireless telecommunications arena under a contract for services performed and on an ongoing basis; skill in dealing with others in person-to-person work relationships; and the ability to exercise mature judgment and provide effective program management. AND Specialized Experience: Six years of managerial experience that demonstrated a broad knowledge of operational procedures involved in managing services operations in a telecommunications environment; recommending new sources of supply; analyzing and evaluation proposals, contracts, etc.; developing marketing and advertising programs for use in local areas or on a broader scale; and/or experience in operational procedures involved in managing a telecommunications function; contractor management in a telecommunications environment and/or performing the duties of a contracting officer technical representative (COTR) with respect to a service type contracts; or similar work that demonstrated the knowledge and abilities required of the telecommunications management function. Telecommunications retail experience in a telecommunications environment is preferred. Education SUBSTITUTION OF EDUCATION FOR GENERAL EXPERIENCE: One year of academic study above the high school level may be substituted for nine months of experience up to a maximum of a 4-year bachelor's degree in telecommunications, marketing or retail field for three years of experience.
