Summary You will serve as a Traffic Management Specialist in the Regional Transportation Office, Hampton Roads Division, Supply Management Department Mid-Atlantic of NAVSUP FLEET LOGISTICS CENTER NORFOLK. Responsibilities You will be responsible for traffic management duties that consist of making necessary arrangements for the movement of materials by all modes using commercial carriers and government operated carriers. You will describe shipments with a broad classification, rate and routing range using appropriate terminology in order to secure best value transportation services and rates. You will consider factors, including the required delivery date, dimensions, sensitive nature of the cargo, hazardous classification, and urgency of the shipment, priority, and special equipment requirements. You will classify general cargo, hazardous cargo, including ammunition and other sensitive hazards for the mode of transportation best suited for the type of cargo being shipped. You will compute shipment costs and certify detention, re delivery, permit, and line-haul charges to ensure charges are valid and in accordance with carrier rates on file. Requirements Conditions of Employment Qualifications To qualify for the GS-7 position I have one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent Traffic Management Specialist experience in the private or public sector performing and assisting in technical work concerned with planning, development, and execution of traffic policies and programs; managing programs to obtain the economical and efficient transportation of freight, materials, and/or cargo to perform duties including: 1) Applying practical knowledge of commercial transportation practice to apply traffic management methods and procedures; 2) Applying knowledge of packing rules for material and hazardous materials by all modes of transportation to ensure efficient, safe and economical movements of freight; 3) Identifying, analyzing, and assisting in resolving transportation issues; and 4) Assisting with the preparation of shipping documents. To qualify for the GS-9 position I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent Traffic Management Specialist experience in the private or public sector performing technical work concerned with the planning, development, and execution of extensive traffic policies and programs as well as managing programs to obtain the economical and efficient transportation of freight, materials, personal property and/or hazardous cargo to perform duties including: 1) Applying practical knowledge of commercial transportation practice to apply traffic management methods and procedures; 2) Applying knowledge of packing rules for materials and hazardous materials by all modes of transportation to ensure efficient, safe, and economical movements of freight; 3) Identifying, analyzing transportation issues and providing resolution; 4) Preparing shipping documents, record keeping, reviewing and reconciling billing statements, and resolving carrier issues; and 5) Utilizing computer information systems and automated databases.
