What We're Looking For
Responsible for oversight of the utility coordination and permit process of highway infrastructure projects. This position works closely with the Project Manager, Design Team, and Construction Engineering Inspection Team to mitigate utility conflicts between the projects and stakeholders. Oversee project utility conflict meeting facilitation, meeting material preparation and correspondence tracking are major elements of work. Understanding of the design, construction and the utility coordination process greatly assists. Applies engineering techniques, procedures and design criteria for projects ranging in size and complexity. Leverages technical knowledge and experience to assist in the execution of the utility coordination process. This position requires effective communication and documentation. May mentor, train and review work of junior engineer staff and provide constructive feedback. Will need to deliver quality work, on time, on budget and to the client's satisfaction on every project.
Primary Focus Will Include:
Facilitate utility conflict relocation meetings as requested by Project Team, Clients, Stakeholders, and Utility Companies both in office and in the field.
Build and maintain relationships with the Project Team, Clients, Stakeholders and Utility Companies to drive success of projects.
Track and file utility coordination correspondence, utility historical information, resolution meeting documentation and project action items.
Effectively communicate with Project Managers, Risk Managers, Project Teams, Stakeholders, Clients, Utility Companies Representatives and Schedulers regularly to report utility coordination status and report risks to project scope, schedule, and budget.
Review the accuracy of project engineer's cost estimates for utility reimbursements.
Coordinate constructability reviews of design plans with appropriate staff.
Oversee utility construction permit packaging and submission to Municipal and State Agencies.
Oversee design assistance during construction procedures for construction conflict resolution.
Perform other activities as assigned.
Preferred Qualifications and Skills:
Master's degree in Engineering
Engineer in Training (EIT) certification
Professional Engineer (PE) certification
Experience with development of plans, specifications, and cost estimates specifically for final design of road construction projects for the Michigan Department of Transportation (MDOT) or other state DOTs and Local Agencies.
Experience in the use of MicroStation, ProjectWise, and Bluebeam.
Experience in utility coordination, highway construction inspection and engineering.

Minimum Qualifications:
Bachelor's degree in Engineering and 4 years of relevant experience
Master's degree in Engineering and 3 year of relevant experience
PhD in Engineering and 2 years of relevant experience
