Job Summary:
The Payroll Tax Analyst reports to the Payroll Director. He/she is responsible for ensuring compliance with Federal, State, and Local payroll tax rules and regulations for domestic and mobility assignment (expat, inpat, frequent business traveler) employees, including the preparation, computation and reporting of associated tax liabilities for payroll filings. He/she will work directly with the Applied Materials Payroll processing team, ADP outsourced service departments and other human resource and finance functions to ensure tax compliance.
Major Responsibilities:
Research laws and regulations regarding taxes and withholding procedures
Investigate, analyze and respond timely and accurately to tax inquiries and audits from both internal customers and external agencies.
Manage the Payroll Tax service provider in the accurate preparation and timely submission of periodic federal, state, and local tax filings and deposits for all entities; including production and reconciliations of W-2s and W-2Cs.
Research state and local withholding requirements to ensure new and existing employees are set up to tax correctly.
Manage the effects of mergers and re-organizations by working closely with outside vendors and tax authorities.
Audit, reconcile and balance all periodic, supplemental, quarterly and annual payrolls, as well as annual W2 and W2C filings.
Ensure hypothetical and/or non-US tax withholding amounts are received and implemented in a timely basis.
Lead payroll efforts in ensuring payroll tax compliance for Visa holding employees
Develop strategic solutions with Mobility Partner
Support Payroll reporting requirements as necessary
Principles and practices of program implementation
Key Competencies:
Thorough knowledge of current Federal, State and Local tax laws as well as methods for researching laws and subscribing to services who provide alerts impacting the States / Locations in which Applied Materials has reporting requirements
Thorough knowledge of the end-to-end Payroll processes and outsourced service delivery model
Proven competencies, particularly in the area of communications, multi-state payroll, analysis and related decision-making, and problem solving
Recognizes problems and responds quickly, systematically gathers information, sorts through complex issues, addresses root cause of issues, makes timely decisions, can make and communicate difficult decisions.
Handles performance problems with 3rd Party tax provider decisively and objectively, is direct but tactful, provides guidance and assistance to improve performance.
Excellent customer service, technical, time management, and analytical skills.
Communication skills including ability to communicate with remote work force across the US.
Proficient in Microsoft Office applications
Work effectively under pressure
Strong work ethic focused on producing results and adding value to the team and company
Ability to work in a team environment and establishes strong working relationship with peers
Principles and practices of program implementation
Education and Experience:
Bachelors degree from a four-year college or university with a major in accounting or finance or equivalent combination of education and experience
CPP or CPA preferred
6+ years of experience in payroll tax research and compliance
Experience in US multi-state payroll environment
Experience with comprehensive payroll outsourced model or outsourced payroll tax model
Proficient skills with Microsoft Office applications
Proficient at extracting and manipulating datasets from relational databases
Experience extracting insights from data and presenting them to an audience
Payroll system implementation experience preferred
