Position Description
Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.
OurFlight Test Instrumentation Analyst ( Program Analyst, Senior), located in Crystal City, Arlington, VA, provides critical supportto the Air Vehicle (AV) PMO, Mission Systems Test Program Management Branch for all aspects of assigned F-35 test programs. This position is currently assigned Flight Test Instrumentation (FTI) for F-35 Developmental Test (DT) and Operational Test (OT) aircraft for the F-35 DT/OT test sites and supportsthe F-35 Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO), F-35 JPO. This is a Hybrid/Telework position.
Our Flight Test Instrumentation Analyst (Program Analyst, Senior) analyzes / manages assigned test infrastructure program contracts thru their lifecycle to include (but not limited to) requirements, proposals, awards, risk management, budget allocation, and manpower. Our Flight Test Instrumentation Analyst is an effective communicator and leader, working across the F-35 enterprise along with the F-35 Prime Contractor in order to analyze/manage the success of the contract. Our Senior Program Analyst collaborates with other program analysts and program managers and Directorate for Test and Evaluation (DTE) to ensure future testing capacity requirements can be achieved for the success of the program.
You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
Collaborate across the F-35 enterprise to include Air Vehicle PMO and other PMOs as well as DTE and its entities on current and future status of assigned test infrastructure programs.
Collaborate with Contractors, their sub-contractors, and vendors.
Develop / analyze program plans that include cost, schedule, and performance estimates.
Develop / review / analyze SOWs/CDRLs.
Analyze / Manage contract outputs to ensure requirements are met and are within cost/schedule constraints.
Analyze / Manage Risks and Opportunities of assigned programs.
Prepare and deliver briefings at various levels to include senior and executive leadership.
Prepare future plans for potential execution to meet the needs of the warfighter.
Develop Basis of Estimate (BOE) analysis, reviews, contract negotiations, incentive creation and management.
Assist in providing budget related items such as POM inputs, unfunded requirement (UFR) requests, Agile Combat Employment (ACE) inputs.
Qualifications
To be successful in this role, you will have:
An active DoD Secret clearance. Ability to obtain and maintain S/SAR.
Master's Degree in the stated discipline or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description.
The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no
At least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management
Six (6) years out of 10 years of recent work experience related to analysis and planning.
Three (3) years in support of a Major Defense Acquisition Program (MDAP).
Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
Demonstrated experience in the program/project status, schedules, and DoD reporting.
Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
The ability to travel approximately 25% of the time, primarily CONUS travel to various government and contractor facilities outside of National Capital Region.
