Compliance Specialist ERT & Health

(Plant Miller)

The ERT/Health - Compliance Specialist maintains a working knowledge of current technical rescue best practices, serves as the site coordinator for all disciplines of the plant Emergency Response Team to include confined space rescue coordination, first responder coordination, HAZMAT team coordination, all associated training, pre-plans, drills, inventory management, and will also serve as the site owner of the Emergency Action Plan. This position will interface will local regulatory and emergency agencies on a frequent basis for compliance program support to include tabletop scenarios and emergency drills.

Additionally, this position is responsible for managing health related compliance programs with excellence to include, but not limited to, the following:

  • Access to Employee Medical Records Program

  • Bloodborne Pathogens Program (Primary)

  • Emergency Action Plan (Primary)

  • Hazard Communication Program (Primary)

  • Hearing Conservation Program (Primary)

  • Hexavalent Chromium Program

  • Inorganic Arsenic Program

  • Lead Program (Primary)

  • Respiratory Protection Program (Primary)

  • Fall Protection Program (Alternate)

  • Plant Self-Assessment Program for Health Risk Areas

  • Plant Emergency and Breathing Air Inventory, Inspection, and Testing

  • Confined Space Rescue Training (oversight and/or instructor)

  • First Responder Training (oversight and/or instructor)

  • Incident Commander Training (oversight and/or instructor)

  • HAZMAT Training (oversight and/or instructor)

The ERT/Health Specialist shall also manage or maintain oversight of other 29 CFR 1910 Health Subparts that are not included in the above or that are without a specific corporate program/procedure in compliance. This position must be able to quickly recognize deficiencies and/or issues within their defined risk areas and address them appropriately.

JOB DUTIES & RESPONSIBILITIES

  • Results oriented and proactive in maintaining compliance with all environmental, health, and safety laws and regulations

  • Ensures compliance with programs by interfacing with plant personnel, contractors, and outside agencies

  • Investigates non-compliance incidents, ensures timely and complete notification of appropriate internal and external resources, and directs the work activities of contractors and employees in emergency situations

  • Coordinates projects which may require interfacing with employees, contractors, and regulatory agencies

  • Develops and tracks short and long-term budgets (Capital and O&M) to ensure that necessary funds are available to meet current and future risk area needs

  • Works closely with Corporate Health and Safety and support organizations to ensure proper implementation of industrial hygiene practices

  • Communicates ERT and health related compliance information to plant employees and management

  • Develops plant ERT and health related compliance strategies, policies, procedures, action plans, and guidelines

JOB REQUIREMENTS

  • Bachelor's degree in Emergency Management, Occupational Safety and Health, Environmental Science or related field or equivalent experience - Preferred

  • Self-starter with demonstrated problem solving and analytical skills and the ability to troubleshoot complex systems

  • Working knowledge of current environmental, health, and safety laws and regulations as they apply to a fossil generation plant - Required

  • Project management experience is a plus

  • Must be certified, or be able to gain certification, to perform specific functions related to this job

  • Must have a good working knowledge of power plant operations

  • Must have excellent oral and written communication skills with previous experience in developing and delivering presentations

  • Must be proficient in the use of computer applications (Microsoft Office applications)

  • Must have a working knowledge of Corporate Safety Generation safe work practices

  • Must have knowledge of fossil generation's regulatory compliance programs

  • May be periodically required to work nights and weekends
